Resumo: The myth of racial democracy tends to diminish the racial problem for the human rights issues, the social justice and the consolidation of democracy, making it hard to eradicate from racial inequalities in public policies. Thus, to sustain the entire ideological, political and economic structure of society, racism and its ramifications can be considered as master pillars of the Brazilian political history. As a result, the silence in front of racial issues makes clear how the naturalizations of non natural facts ends up undermining and dehumanizing ethnic minorities, whose existence becomes indisputably vulnerable. The recognition of this topic from society is important in order to make public policies that can in some way help in the battle against racism and sexism in Brazil, so that black men and black women can have an access to goods, services and necessities, by orienting the formulation of public policies more sensitive to the specificities of this social segment. In this way, the study proposed here started from the following research question: in what way public health policies adopted by Lauro de Freitas (BA) public administration correspond to the needs expressed in the social and health indicators for black women? In view of the foregoing, this work had the general objective to analyse the dimension of public health policies adopted in the municipality of Lauro de Freitas, addressed to black women. The following research is of a descriptive and analytical nature with a qualitative approach. Methodologically, the required information have been obtained from bibliographic research and official documents elaborated by the Health Ministry, with a focus on gender and race, including the specificities of black women in their actions; and the strategic documents of municipal administration in order to verify if there exists in these documents the racial topic with a look at the inclusion of objectives of reduction of racial inequalities in the health-care system. After the analysis, it was observed an invisibility reserved to the heath of black women topic in strategical documents of the governance, thus, the policies and programs implanted do not attend the specificities of this social segment. As a conclusion the existing legislations have not been sufficient for black women to have their peculiarities recognized when public policies are elaborated in Lauro de Freitas, BA, fact that contributes to the maintenance of an historical position of subordination of this group, a part from ratifying the existence of Institutional racism in municipal public health policies.
