Resumo: The present study proposes the investigation of the reasons of the apparent instability in the process of formulating and executing public policies in Brazil, focusing on overcoming race and gender inequalities in the labor field through the study case of the Pro-equity of Gender and Race Program. Initially, a theoretical review is presented about the fundamental categories to the proposed research, which are racism, sexual and racial division of labor and the broad field of public policies to fight against inequalities. Secondly, there is the study case of the Pro-equity of Gender and Race Program, a policy created in 2005 by the Federal Government, aiming to fight the dynamics of discrimination and inequality practiced in the workplace, as well as to promote gender and race equality concerning formal labor relations and the play of leading roles. Therefore, the work will be presented in two parts. The first part brings a study proposal on the elements considered as fundamental to the formation of the brazilian nation collective consciousness and to the work society structuring, as racism and colonialism, in order to identify the influence of these elements in the conception and execution of public policies in Brazil. In this section, the persistent inequalities in the work environment and the institution of public policies focused on reducing these inequalities will be analyzed based on the links between race, class and gender, in order to reveal determinant factors of the distinctive marginalization and exclusion of black women when compared to other social groups. The second part of this work will be directed to the study case itself, that is, the study of the Pro-equity of Gender and Race Program, aiming to identify, during its cycle, relevant components to the analysis of the treatment given to policies that, as this one, aim to affect the professional ascension and progression of women in the labor environment, considering both ethnic and racial differences. Thus, this work will analyze some of the factors that are orienting political choices historically adopted by the Brazilian state of the process of "citizenship" of black population in the legal context, besides its particularities, focusing on identifying how these tendencies interfere with the cycle of public policies on fighting inequalities
