O tombamento enquanto instrumento de preservação do patrimônio histórico e cultural: um olhar sobre o Solar Bandeira

Abstract

This article discusses the limits and challenges of heritage listing over the adoption of an approach to conservation and a self-sustaining management of historical and cultural heritage based on the case study of Solar Bandeira, which is in an advanced state of degradation. To this end, we sought to: identify the Solar Bandeira as an asset of historical value and cultural component of the Old Center of Salvador; verify the legal protection of Solar Bandeira as cultural heritage; and analyze the limits and challenges of protecting this asset. The methodology makes use of bibliographic review and documentary survey. Evidencing the challenges of the heritage policy, which in practice does not adopt a cooperative logic, adding to the inertia of the owner and the limitations of the Public Power's performance, there is an urgent need to implement means of financing to preserve the heritage medium to long term.
