Resumo: Adoption in Brazil is a bureaucratic process, whose bureaucracy and slowness tend to be a disincentive for those who have an interest in adopting, even if the number of applicants to adopt is greater than the number of children to be adopted. Thus, the general objective of this research is to analyze the bureaucratic obstacles in the adoption process in Brazil. The specific objectives are to understand which factors contribute to the slowness of the adoption process in Brazil and to analyze the statistics of adopters in face of institutionalized children in Bahia. The methodology used is analysis of public statistics that are available on the website of the National Council of Justice and bibliographic analysis. The conclusion is that YES, despite legislative and judicial advances, there is still a lot of bureaucracy, which is mainly related to the stage of coexistence and the social issue, and the biggest bureaucracy is in time to choose the “ideal child”. The search for the “ideal child” involves the following main factors: ethnicity (white or brown), no siblings, age up to 6 years and absence of disabilities.
