Resumo: The research presented here has as object of study the fight against school dropout in elementary school I and as a unit of analysis of the Program Agent of Education in the Municipality of Salvador - Bahia. Its general objective is to analyze the perceptions of the education agents regarding the functionality of the program, who participated in or participate in the Agent of Education Program, which is being developed in the Municipality of Salvador. The purpose of this program is to combat school dropout in primary education I in the municipality of Salvador, in the period from July 2015 to December 2017. To do this, we sought to know data on school dropout in Elementary School I, in the Municipality of Salvador, who supported the creation of the Program Agent of Education; Identify measures adopted in the Municipality of Salvador to reduce school dropout and Elementary School I; To deepen the discussions about school dropout in primary education I in the Municipality of Salvador from the implementation of the Agent of Education Program in July 2015 to July 2017, as well as interviews with students of the pedagogy course of private educational institutions, with to analyze the agents' perceptions participated in the program on combating school dropout in elementary school I in the city of Salvador. to reduce school dropout and Elementary School I; In addition to all the searches, recognize in education policy guidance documents some schoolwide, locally-based evasion processes that may influence the guarantee of the right to education. Thus, the Federal Constitution of 1988, the Law of directives and bases - LDB 9394/96, the Statute of the child and the adolescent (LEI 8069/90), the new national education plan - PNE 2014 (LEI 13005 / 14) and the Organic Law of the Municipality of Salvador-Ba on July 17, 2014. It is intended to analyze the positive and negative conditioning factors such as: The Bolsa Família program, crime and social development, more specifically the social condition, in the aspect related to poverty.
