The city was chosen by being one of poorest of the country and where the pilot project was implanted of the program Hunger Zero, for the current Federal Government, in its beginning. The metodologic boarding was to interdisciplinar and quali - quantitative, searching to demonstrate to relations of processes partner-technician from convergences and divergences of the experiences lived for the involved citizens in the center of these processes. Data-collectings through bibliographical research had been carried through, analysis of official statisticians, consult the pages in the Internet, document analysis and photographs. For the scientific production interviews had been made, as primary source of data structuralized in questionnaires, with open and closed questions, being that the sample was random simple; A workshop with the use of the map of the territory in focus, was becoming fullfilled to understand the apprehension for the agriculturists of the territory notion; it was examined participation of the producers in meetings and workshops carried through for the team and also was analyzed bibliographical documents. Everything this in takes them, to conclude, for the identification of Acauã as Territory. The main point of the dissertation is the territorial development of the related city through the diffusion of technologies as institucional intervention. Two strategical axles of the institucional action had been analyzed: one politician and another one technician. We argue as the integration between the two axles had contributed for the sustainable territorial development and as the social process of production in Acauã, that includes the popular wisdom, was contemplated in the institucional actions.Item Territórios rurais: gestão social do desenvolvimento sustentável no Velho Chico(Universidade Católica do Salvador, 2007-11-03) Barbosa, Thomaz Borges Araripe; Alencar, Cristina Maria Macêdo de; http://buscatextual.cnpq.br/buscatextual/visualizacv.do?id=K4707963E9From the year 2003, the Brazilian federal government, following "recommendations" of multilateral international cooperation agencies, has implemented a program of sustainable development of rural areas, whose focus is directed, basically, for the organization and strengthening of family production and vulnerable rural classes (campers, settlers, maroon communities, Indians etc.). The Program of Support to Sustainable Development in Rural Areas "revealed" in the State of Bahia 24 rural areas by the end of 2006, with the core strategy to manage the social development process, namely the gradual inclusion of rural social classes historically less favored the process of territorial planning. The research in question sought check for compatibility between the type of intervention and the ideal condition for sustainable development of a rural area, using the case of the Territory Old Chico. The methodology basis was inductive with documental, bibliographical and field research. The main goal of the research was to categorize Salvador’s urban inner space from the analysis of the relations among the several different neighborhoods over the city through the lotto gambling. The different types of games are: Numbers Forecast (Mega Sena, Lotomania, Quina and Dupla Sena), Tickets (Instantânea and Federal) and Sports Forecast (Loteca and Lotogol). These different types of games enabled the analysis of the different kinds of people profiles that are attracted do these games. With these elements at hand, some of Salvador’s territory characteristics were described answering the research’s main questioning: the lotto gambling in the different neighborhoods of Salvador may or may not help to draw the territorial dynamics and the territoriality of Salvador? The theoretical basis and the field work had its development mainly from the researches of Walter Christaller, with these concepts: territory, territory dynamics’ relations and urban center. At the end was seen the lotto gambling spots identified, map and classified by neighborhood e by the type of game in four categories: the 25% most visited, the ones with 25% to 50%, the responsible for 50% a 75% of visits and the ones with 75% to 100% of visits. From the 25% most visited to the last (75% to 100%) it is possible to see a decay of centrality in the neighborhoods and also a decay of importance in the population of Salvador. That shows the hierarchy of neighborhoods in the city and also the dependency of one another in their relations. To reach this objective, it was developed a research for sampling on representative locations of the city: the old downtown and the modern downtown, a neighborhood with high purchasing power and a neighborhood of low purchasing one, and, yet, a neighborhood with presence of tourists, observing in these spaces, the main road sidewalks and one track in their surroundings. Initially, will be shown some theoretical notions about urban public space, under the focus of the street and sidewalks and legal aspects of urban territorial issue, stressing the city guidelines and the constitutional right of freedom of locomotion. Then, it will be examined how the implementation of the first sidewalks of Salvador happened and the history of legislation on those sidewalks. Finally, it will be considered how the occupation of that space is being done in the areas surveyed, including the user impressions obtained through interviews and the application of a questionnaire. The main objective, is to identify and better understand how it happens the relationship between soteropolitans and their sidewalks, and at the same time, demonstrate that the user of the sidewalk has the right to freely use this public space without undue obstructions, providing them comfort, safety and pleasure in coming and going through the streets of the city.Item A territorialização do desenvolvimento a partir do turismo: a experiência de Maragojipe - Ba(Universidade Catolica de Salvador, 2009-10-26) Pinheiro, Josemare Pereira dos Santos; Silva, Barbara-Christine Marie Nentwig; http://lattes.cnpq.br/5208385042617832; Spínola, Carolina Andrade; Silva, Sylvio Carlos Bandeira de Mello eThis dissertation is a search for understanding the different trajectories carried out in the relation tourism-development, especially in territories with a low economical dynamism. In this context, it aimed to fulfil the goal of analysing the territorial dynamic of the development of the town of Maragojipe from the touristic aspect, in the period from 1990 to 2008. Starting from the point that the development results from the socio-territorial organization ways, and for that reason the analysis was focused in the singularity of both the instituted and instituting relations of the local touristic territorialization, considering as temporal mark the nineties decade, when due to the decrease of the tobacco industry, which was so far the socio-economic basis of the town, Maragojipe started to bid institutional development efforts towards the touristic activity. To the analysis it was necessary to associate data and information collected from governmental offices and tourists to those from observation visits, interviews performance and questionnaires applied to social, economical and agents. The choice of this empirical reality is based in the acknowledge that the study of the town, besides allowing the identification of determinant singularities to the touristic territorialization and of the development, almost always absent from the problematization and generic solutions when dealing with the issue, creates opportunity to overcome the traditional focus centered in the analysis of tourism as only traveling situations, considering the disregard of the processes and contents which constitute the tourism as a complex socio-spatial phenomenon, territories manager. Therefore, this research tries to demonstrate that there is not an inexorable relation between tourism and development, and then, although Maragojipe has an effective and diversified touristic potential, the governmental action associated to the disruption of the social and economical agents from the state tourism policy, whose logic favors the already consolidated touristic areas, have been impeditive of a full touristic territorialization, hatcher of the town development.Item Fomento ao desenvolvimento social em áreas urbanas: o caso do Programa Ribeira Azul em Salvador(Universidade Católica do Salvador, 2009-12-30) Cardoso, Maria de Fátima; Silva, Iracema Reimão; http://lattes.cnpq.br/5704701054728240; Nascimento, Humberto Miranda do; Petrini, GiancarloThe many interventions in urban areas in degradation in any large metropolis have been the object of a number of studies and discussions, by means of which it is aimed to find ways of reducing the condition of both social and physical degradation, represented by slums or shanty towns. By intervening to recover areas informally occupied, several strategies of social promotion through integrated actions have been put into practice. Some of those stand out nationally, such as "Programa Ribeira Azul", implemented by the State of Bahia in the city of Salvador, in partnership with domestic and foreign organisms. This thesis describes the integrated Programme in question in Salvador, where one of the worst and most degrading forms of dwelling persists: houses on stilts. This work also highlights the power of people from such areas to overcome the difficulties of access to infrastructure and basic social services, people who strengthened their organizational bonds so as to create ways of minimizing their everyday problems; together with the authorities in charge, they develop projects to improve their quality of life. For this, he parted from the premise that democratic participation has always been directly linked to territorial perspective and that it takes for it to happen whenever there is a reference territory. In the contemporary moment, when many paradigms begin to be replaced and most of the links to be through virtual environments of cyberspace, it is possible to think that traditional concepts need to begin to be adapted. Based on this perspective, is that it proposes the concept of ciberterritório, as being the product of relations obtained from the hybridity of the physical spaces and virtual interface with digital technologies, which, while fostering an architecture of participation, not seen at any other stage history, may be allowing the extension of democratic participation, enhancing spaces of citizenship and increasing the possibility of political articulation through cyberspace. This process is conceptualized here as cyberdemocracy. The methodological approach was implemented from the case study of the World Social Forum (WSF), through semi-structured interviews with participants of the WSF 2009 in Belem, Para, theme of the WSF 2010, in Salvador, Bahia, and professionals in various field of knowledge, with the intention to verify not only the participants' perception of the movement, but also other members of society, about the contemporary democratic context, mediated by digital information technologies.Item Arranjo produtivo local de confecções da rua do UruguaI/Itapagipe(Universidade Catolica de Salvador, 2010-10-13) Souza, Maria Marineide de; Flexor, Maria Helena Matue Ochi; http://lattes.cnpq.br/4600166750512322; Alencar, Cristina Maria Macêdo de; Tavares, Hermes MagalhãesThis work analyses the local productive arrangement (LPA) for modelling / restructuring of rua do Uruguai, developed in the city of Salvador. The investigated area is Peninsula Itapagipe which has its occupation historically marked by economic and social lack of balance. This paper aims to evaluate whether the economic development of the LPA is connected with the social development of the Peninsula Itapagipe according to its refurbishment perspective. The methodology used was descriptive and analytical research, through questions and semistructured interviews applied to the main entrepreneurs and the representative groups os the institutions that integrate the arrangement. In this context, it was proposed to analyze the socio-economic transformations that occurred in the territory of São Francisco do Conde due to the deployment of Petrobras (RLAN-Landulpho Alves) and how it is reflected in discussions about wealth and poverty in the municipality in period 1950 to 2010. It started from the assumption that development results from social forms of territorial organization, for this reason the analysis focused on the complexities introduced in the territorial oil, a local municipality with a potential wealth (oil) and living with low social indicators in relation to other municipalities with lower revenues. A case study was chosen as a methodology that consists of a thorough and exhaustive study of one or a few objects in a way that allows its broad and detailed knowledge. For data analysis was necessary to associate them with researched information with government agencies and the local population, observation visits, interviews and questionnaires with the social, economic and institutional. Oil activity developed within Franciscan generates wealth and income, but does not guarantee jobs for residents, it is necessary to demystify the idea of growth associated with large enterprises as well as exclusive agents of development, they increase economic indicators, however do not reflect development with clarity. Thus what we tried to demonstrate in this study is that there is a relationship between wealth and social development site and it follows that, although San Francisco do Conde comprehensive financial resources available, the demonstrated incapacity associated with administrative institutional disarticulation of local social agents , whose logic favors those who do not need, just favoring clientelism and paternal ism. At the same time, the management of this wealth has been an impediment to São Francisco do Conde is a rich city and its people enjoy equally the territorialization of wealth as a promoter of social development. The refinery brought growth (progress), but keeps the locals away from the development process.Item Tensões territoriais no uso da água em Dias D’Ávila-Bahia(Universidade Catolica de Salvador, 2011-04-26) Porciuncula, Débora Carol Luz da; Alencar, Cristina Maria Macêdo de; http://lattes.cnpq.br/2257876241055037; Carvalho, Silvana Sá de; http://lattes.cnpq.br/2509418288797497; Machado, Miriam de Fátima Carvalho; http://lattes.cnpq.br/9125556472743507The review approaches issues that are considered fundamental to know and discuss about the territorial dynamics of the city of Dias d'Ávila, in Bahia, Brazil, in relation to the urban-industrial occupation and expansion in rural environment, starting from the understanding that the urbanization process was directly influenced by the industrialization of the region, coordinated by the developmental state of the 70's. In this process, we find the invisibility of rural dynamics, socio-historically built and socially given, being cartographically illustrated. This dynamics is responsible for the construction of the city's identity, directly related to its water sources. This review characterizes and discusses the formation of the urban/industrial space in the city of Dias d'Ávila, emphasizing its negative implications on the water sources, which bring tensions. This tensions were studied theoretically based on the metropolitan rurality notion, that made possible to characterize the relation between rural and urban and this categories and the nature in several ways of contest that are expressed in three categories of tensions: (i) in the nature appropriation; (ii) in the uses that generate ambiental risks; and (iii) in the use of nature in cultural activities. In the city of Dias d'Ávila case, the water is the element from the nature that is in contest. Starting from the notion of metropolitan rurality, the Metropolitan Rurality Qualitative Indicator (IQRM) was evaluated in this review, which enabled the identification and appropriation of empirical evidences that get the rural and urban way of living tensed up, considering the water sources as the center of this tense relation. The research therefore aims to investigate the impact on public policy of what has been done in formal municipal education in Santa Maria da Vitoria, in western Bahia, during the period 2001 to 2008, pointing out perspectives. It is a case study based in an exploratory and explanatory perspective, with theoretical and empirical basis, in which, through the use of comparative procedures, we sought a quantitative and qualitative analysis of data collected on the literature review, in the documental study and in the field research. From the investigation of the proposed problem, the hypothesis presented previously was proved, that is, the school community understands how important is the school running, but has difficult to participate in the educational process, because in fact their participation is very incipient. By analyzing local data, comparing with other municipalities, observing reviews by various authors on the subject and listening to the community school, the study contributes to a look at the importance of the municipal education and points out future perspectives. It is concluded that the school is a privileged space for the construction of citizenship and, consequently, a development space of people able to command the political, social and economic increase of a territory. Bom Jesus dos Passos Island, Frades Island and Maré Island were studied by means of an approach that sought to establish a relationship between the concepts of space, territory and place. Starting from a design of the space there is a priori in the territory and the place, were raised elements that characterize the formation of the islands. In this way, it was of fundamental importance to know the area studied, its history and the mechanisms that interfered in training the current landscape. It was used as key source of data for the reports of newspapers, which could show the evolution of the vision on the islands, as well as the formation of the area. In the period from 1912 to 2010 many reports have been cataloged by providing a rich material for analysis. On the basis of this knowledge and the collection of data from other sources of documentation and the contact with the object of research, by means of field visits, photographic records, questionnaires and interviews, on-site observation, has been consolidated data to characterize the dimensions that constitute the dynamics of these territories. Within the perspective that the territory is also a place that has a symbolic dimension is subjective, was important in this work to the understanding of the place of the islands. Como resultado de un período en el que el planeamiento urbano se demostró en esta ciudad, ambos están muy próximos entre sí y dibujan la conformación espacial de los ejes principales de la expansión urbana en los últimos años. El desarrollo de esta investigación supone la rensanblacion de los períodos de planificación urbana en Brasil y en el Salvador,en ascenso al análisis espacial. Las reflexiones fueron planteadas sobre la eficacia de los planes maestros como un elemento esencial, pero la planificación urbana de hoy reverberacion pequeño. También se reconstruyeron las principales transformaciones espaciales de destacar la centralidad Salvador de la educación en la región de Iguatemi y más tarde en la zona de la Avenida Tancredo Neves, así como la construcción y grandes transformaciones en la avenida Paralela y sus repercusiones. En cuanto CAB allá de la historia, el propósito, los principales órganos y funciones, se realizó una encuesta sobre la base de los registros de propiedades disponibles en los terratenientes más recientes con el fin de reformar el proceso de la superficie terrestre. It is a qualitative study, which was used a semi-structured interview to identify the differences and similarities in the pedagogical practice of the teachers (MINAYO, 2005). It was chosen as the method of content analysis (BARDIN, 1977). A survey of this nature raises many questions among them, including the understanding of the Physical Education teacher as facilitator of the process used in their classes to promote student´s social development; as well the profile of the teachers. They point up the main features of the program and how it handles the general analysis of their goals and their effect on families who take advantage of this benefit and Bahia in Brazil. Are also carried out on public policy considerations and social and historical trajectory of income transfer programs in Brazil are analyzed the concepts of poverty and its characteristics, according to economic and social parameters, being chosen for the analysis approach multidimensional poverty. The aim of the dissertation is to describe the influence of PBF beneficiaries in the municipality focused. We conclude that the PBF has impacts in terms of reducing hunger, improving nutrition, but some problems must be overcome as the difficulty of generating employment and income to avoid prolonged dependence of households on the advantage . It is also observed that the increase in income, with the benefit, makes a number of families to overcome poverty line or extreme poverty, overcome numerical questions but not enough so that poverty is eradicated effectively. Therefore, actions directed to education, the labor market insertion and productive inclusion are more effective. For this, emphasis is placed on analysis of social and economic relations in the region and discusses the State role in these relationships. It is understood the State as political and ideological instance, while that was the main inducing agent of capital demands in the territory at that time. Between the late 19th century and early 20th century, the hollow tract of land of Bay of All Saints was marked by a set of social, political and economic issues that have affected, directly or indirectly, the whole set of social relations, of production and consumption, this broad area of Bahia territory. Resulted addition, a conjuncture of crisis in the agricultural economy, which lasted throughout the first decade of the 20th century. Especially during the Bahia government of José Marcelino de Souza from 1904 to 1908. It was noted that the notion of "agricultural crisis" it’s applied especially to sectors involved in the production and export of sugar. In the specific case of San Felipe, located south of that territory, there was an economic structure centered on three basic products: manioc, coffee and sugar and the predominance of the worker in the socioeconomic status of aggregate or tenant. It was noted that the production, distribution and consumption were destined for the local market, supplying the city of Salvador and the Hinterland. It was noted that the documents examined, especially inventories and friendly shares, do not make references to the agricultural crisis. From this evidence, it is consistent to assert that this region of San Felipe, by possessing a characteristic of family subsistence or economy. And an array of diversified production. For these reasons, the notion of agricultural crisis does not apply fully to this region. From these evidences, proposes further analyses in other areas of the economy within that same family, in order to understand the extent of the agricultural crisis. The Program was born because of Federal Government initiative and its implementation took place in different colleges and universities of Brazil, since 2005. We study the case of the graduated students who have benefited in the "Centro Universitário Estácio/FIB", in Salvador, Bahia, Brazil. As sampling, it were interviewed the students who were benefited with the ProUni in 2005, the most part graduated as from 2008 and which already in the market job. The overall objective of the dissertation seeks to understand if there really is a Local Productive Arrangement (APL) Banana Wenceslas Guimarães. For this, we developed thematic maps, tables and charts, and photographic records and interviews, always with the goal of understanding the dynamics of the productive territory, the central object of study. Through the analysis raised was possible to say that the Lower South Bahia is responsible for significant participation in banana production in the country, especially the variety of Earth-type banana - banana -, and this region, the municipality of Guimarães holds the Wenceslas largest acreage of banana nationwide. However, this city has serious limitations, either by natural physical space, either by its lack of infrastructure dedicated to the cultivation, processing and marketing of bananas. However, even with significant impediments to agricultural development, Wenceslas Guimarães draws attention for its social organization dedicated to man's relationship with the field, making it clear that the small family producer is largely responsible for the prominence of culture researched, even finding limitations in their production capacity and market outlets. Therefore, the study conducted showed that APL does not have a banana ripening its effective applicability, being still in an embryonic phase of development and does not provide a strategic economic and political stability, in order to ensure a solid confidence on the part of merchants, and especially the family farmer.
