Abstract

This dissertation is on a quest for understanding the enigma of poverty versus wealth in areas of high economic dynamism of Bahia, namely the Reconcavo and the Metropolitan Region of Salvador. In this context, it was proposed to analyze the socio-economic transformations that occurred in the territory of São Francisco do Conde due to the deployment of Petrobras (RLAN-Landulpho Alves) and how it is reflected in discussions about wealth and poverty in the municipality in period 1950 to 2010. It started from the assumption that development results from social forms of territorial organization, for this reason the analysis focused on the complexities introduced in the territorial oil, a local municipality with a potential wealth (oil) and living with low social indicators in relation to other municipalities with lower revenues. A case study was chosen as a methodology that consists of a thorough and exhaustive study of one or a few objects in a way that allows its broad and detailed knowledge. For data analysis was necessary to associate them with researched information with government agencies and the local population, observation visits, interviews and questionnaires with the social, economic and institutional. Oil activity developed within Franciscan generates wealth and income, but does not guarantee jobs for residents, it is necessary to demystify the idea of growth associated with large enterprises as well as exclusive agents of development, they increase economic indicators, however do not reflect development with clarity. Thus what we tried to demonstrate in this study is that there is a relationship between wealth and social development site and it follows that, although San Francisco do Conde comprehensive financial resources available, the demonstrated incapacity associated with administrative institutional disarticulation of local social agents , whose logic favors those who do not need, just favoring clientelism and paternal ism. At the same time, the management of this wealth has been an impediment to São Francisco do Conde is a rich city and its people enjoy equally the territorialization of wealth as a promoter of social development. The refinery brought growth (progress), but keeps the locals away from the development process.
