These in turn, do not fit the profile of most Brazilian families qualified in the National Adoption Register, as they are usually suitors who seek children aged up to two or at most three years of age, which ends up prioritizing a minimum amount of children available for adoption. As a result, these young people remain welcomed for a long time, without expectation of adoption until they reach adulthood. International adoption in Brazil has been used as an exceptional alternative in an attempt to modify the reality of these children and adolescents who have little or no prospect of adoption by Brazilian families, and remain sheltered in institutions for many years or even until they reach full age . Thus, the present study aims to analyze the exceptionality of international adoption as a strategy for late adoptions of children and adolescents in foster care institutions. To develop the present study, a qualitative methodological approach was adopted, using literature review, CNJ statistical data, legislative review and document analysis as procedures.
