2017-01-162017-01-162014-06-30http://hdl.handle.net/123456730/267This research focus on the application of the access to Information Law and the transparency principle of the executive government management in the municipalities of the state of Bahia with more than 100,000 (one hundred thousand) inhabitants. As a basis for the regulation analysis and the fulfilling of the right to access public information, its prediction and respective regulatory evolution as from the Federal Constitution of 1988, the Accountability for Fiscal Responsibility Law, the Law that regulates on Access to Information and the consultation of municipal electronic sites were utilized. It was then, taken into consideration the regulation of access to information at the municipal level, related to the social control of public spending, the duty to account for and responsibility, and yet, as to the promotion of social control. During the first phase of collecting data the parameter used for the analysis about the creation of the local normative act, the existence of webpage on transparency / access to information, citizen information service in electronic form and appellate instance.
