It is proposed here to unfold the legal aspects that directly interfere in the imposition of the security measure, an instrument responsible for referring the mad criminal to the HCT, in a reality very affected by the neglect with this small group belonging to society, showing problems in the judicial sphere, of education, despite public health. Therefore, an ntervention proposal is launched in this work, in order to make the process of treatment and reinsertion of the individual in society more effective, with an emphasis on better structuring the hospitalcentered prison policy in Brazil.
