So, we started from the general idea of the social pact that created the states and the evolution of social rights in a universal context, notably influenced by the North American and French revolutions, from which the relations between rulers and ruled have become, passing citizens to demand increasingly active postures of governments, with special attention to the evolution of matter in our Constitutions.
