The methodology used was descriptive and analytical research, through questions and semistructured interviews applied to the main entrepreneurs and the representative groups os the institutions that integrate the arrangement. The study of the caatinga and the food of the Bahian backlands reveals, in a significant way, the values of this unbelieving territory by many, as well as cultural peculiarities of what is produced regionally, involving principles of community participation and sustainability. Due to the vast extension of the Bahian sertão, territorial identities, as well as the intangible cultural heritage that involves popular knowledge and specific cultural formation presented in this thesis, the geographic and cultural microregion of Euclides da Cunha was selected for this study, highlighting the municipalities of Euclides da Cunha, Monte Santo, Canudos and Uauá that reveal a strong territorial identity through the memory of its sertanejo people, who - despite the adverse climatic conditions - indicate survival strategies, at the same time as they point out dishes of enhanced flavor, to the taste of this region. In this sense, the present work aims to identify, locate and contextualize the sertanejos customs associated to the regional climate, revealing the inheritances and traditions associated to the culinary, that involves ways of preparation, regional raw materials, beliefs, traditions and the created recipes throughout history, exhibiting the results of this process that are the food of the Bahian backlands. The most recurrent methodology of analysis and synthesis was used, using procedural techniques such as bibliographical and documentary consultations, assisted by field research, using open interviews and personal observations to qualitatively and quantitatively show the cuisine of the associated backcountry to regional culture. The data were obtained directly in the study sites, aided by other methods such as historical and comparative, mainly because, it was assumed that the culinary manifestations were transformed, from external influences, but above all to demonstrate the value and importance of sertaneja food throughout the Bahian universe. As a methodology of procedure, a documentary survey was made of sources that dealt with the subject, both bibliographical and electronic. The direct observation during the years 2016 and 2017 allowed the identification of places, people, cuisine and food of the backwoods cuisine in space and time, identifying the permanences and transformations in the focused territory. For this, emphasis is placed on analysis of social and economic relations in the region and discusses the State role in these relationships. It is understood the State as political and ideological instance, while that was the main inducing agent of capital demands in the territory at that time. Between the late 19th century and early 20th century, the hollow tract of land of Bay of All Saints was marked by a set of social, political and economic issues that have affected, directly or indirectly, the whole set of social relations, of production and consumption, this broad area of Bahia territory. Resulted addition, a conjuncture of crisis in the agricultural economy, which lasted throughout the first decade of the 20th century. Especially during the Bahia government of José Marcelino de Souza from 1904 to 1908. It was noted that the notion of "agricultural crisis" it’s applied especially to sectors involved in the production and export of sugar. In the specific case of San Felipe, located south of that territory, there was an economic structure centered on three basic products: manioc, coffee and sugar and the predominance of the worker in the socioeconomic status of aggregate or tenant. It was noted that the production, distribution and consumption were destined for the local market, supplying the city of Salvador and the Hinterland. It was noted that the documents examined, especially inventories and friendly shares, do not make references to the agricultural crisis. From this evidence, it is consistent to assert that this region of San Felipe, by possessing a characteristic of family subsistence or economy. And an array of diversified production. For these reasons, the notion of agricultural crisis does not apply fully to this region. From these evidences, proposes further analyses in other areas of the economy within that same family, in order to understand the extent of the agricultural crisis. Competent management is understood to be the one that comply with the demands of population and to the well-being of people. For this, three categories are proposed for the administrative actions of cybernetic management of the city: the reactive-passive, the reactive and the proactive, the first one in which management reacts to a spontaneous demand of the citizen, without establishing a digital channel for this; the second is established through institutionalized instruments of dialogue with the population in the digital/hybrid environment, taking advantage of cultures of participation, collaboration and co-creation, which are encouraged by digital social media and they unfold in the behavior of people in all environments, allowing people to express themselves and to say in an increasingly forceful and systematic way what they think of their city, their neighborhood, their street, etc. And the third, through the monitoring and use of intelligent systems for capturing, selecting, categorizing, analyzing and storage information left by citizens, many of them geolocated, through their digital mobile devices in the space of the city, which in this thesis was conventionally called digital footprints. The theoretical-methodological basis used for the development of the thesis was of the Actor-Network Theory (ANT), that, by enabling a complex analysis of heterogeneous networks - which include, among actors with influence in the urban process, both human and non-human actors - potentializes the proposal of the competent management of the contemporary city, from the three categories of actions of cybernetic management, emphasizing the proactive ones. These achievements have strengthened the innovative public management experiences that began in the late 1980s, with the Participatory Budget (PB) being a key element for debates, studies and innovations in the process of aggregating popular participation in the guidelines and actions of the local power represented by city halls. The exploratory research aims to develop a participatory budgeting model as a reference to be implemented in the municipality of Madre de Deus / BA. Therefore, normative and organizational analyzes adopted, totally or partially, in the municipalities of Porto Alegre / RS, Belo Horizonte / MG and Miguel Calmon / BA, were used as a support to understand the actions they experienced, creating the possibility of developing indicative parameters for implementation of PB in the municipality of Madre de Deus / BA. The comparative method was used as an approach methodology, through analysis and synthesis, as well as a procedure, using relevant bibliographic review documents, through consultation of the contents of electronic sites and printed bibliography, manuals, reports, and on-site visits. The results obtained revealed the diversity of methods and practices used in a PB Program, as well as the lack of a single model or standard to be followed, although Porto Alegre program has become an international reference in the exportation of practices in participatory management of budget on the local scale. Using the methodology of analysis and synthesis, it is sought to show where these activities are located, their organization, type of products and services, size of business of the popular enterprises and their contribution in the local economy. The field research aimed to gather data on companies, formal businesses and popular enterprises, active in these business segments. Its activities and the origin of the products marketed, the motivations as to the choice of the type of commerce, - formal or informal - and the guiding routes of its consumption are pointed out. The data allowed the elaboration of graphs and maps, pointing out their location and pertinent data. Through the empirical and field research, the growth of the activities of this trade, on its own initiative in the neighborhood, is evidenced by the growing precariousness of the employment opportunities in the formal labor market, which is occurring in Bahia and Brazil. For this, the theme is related to a pedagogical experience, - based on historical-critical pedagogy and having, through Environmental Education, based on ecological economics, working on several areas of knowledge, linked to the selective waste collection in the College in study. The accomplishment of the activity had the involvement and commitment of a group, of the 4th year, of the Technical Course of Administration of Companies Integrated to High School, in this College, located in the district of Cajazeira IV, Salvador / Ba. These students acted as mediators, with the intention of awakening the sensitivity of the subjects, who are part of the school community of the College, regarding the treatment and destination of solid waste, generated by the activities of the School. Several activities and pedagogical practices weredeveloped, aimed at behavior changes regarding the management and destination of waste. The ecological economy, associated with historical-critical pedagogy, bases the interpretation of the results of the engagement of students and teachers, in the process of transforming the environment, contributing to the generation of positive attitudes, for the collective good of the school community. The results showed that, by developing activities that point to more dynamic forms of pedagogical work, - favoring challenging situations of knowledge construction, through the problematization of themes of the student's daily life -, they contribute to the reinventing of young people, leaving the periphery of knowledge production and becoming the center of the process, in their social practices, as subjects of their own history and as a citizen, favoring their social insertion in the condition of young people in formation. practices weredeveloped, aimed at behavior changes regarding the management and destination of waste. They point up the main features of the program and how it handles the general analysis of their goals and their effect on families who take advantage of this benefit and Bahia in Brazil. Are also carried out on public policy considerations and social and historical trajectory of income transfer programs in Brazil are analyzed the concepts of poverty and its characteristics, according to economic and social parameters, being chosen for the analysis approach multidimensional poverty. The aim of the dissertation is to describe the influence of PBF beneficiaries in the municipality focused. We conclude that the PBF has impacts in terms of reducing hunger, improving nutrition, but some problems must be overcome as the difficulty of generating employment and income to avoid prolonged dependence of households on the advantage . It is also observed that the increase in income, with the benefit, makes a number of families to overcome poverty line or extreme poverty, overcome numerical questions but not enough so that poverty is eradicated effectively. Therefore, actions directed to education, the labor market insertion and productive inclusion are more effective. The Program was born because of Federal Government initiative and its implementation took place in different colleges and universities of Brazil, since 2005. We study the case of the graduated students who have benefited in the "Centro Universitário Estácio/FIB", in Salvador, Bahia, Brazil. As sampling, it were interviewed the students who were benefited with the ProUni in 2005, the most part graduated as from 2008 and which already in the market job. It was based on the premise that the South Reconcavo corresponds to a region under the integrated command of the above mentioned cities constituting a peri-metropolitan space, already which is well articulated to Salvador metropolitan region and Feira de Santana Metropolitan Region and it has determined its recent dynamics and its development prospects. As a result, there are four integrated objectives that correspond to evaluating RecôncavoSul centrality level and the regional intermediation role, characterizing the coverage scales of the flows that establishes in the regional and state ambiances; to identify the current configuration of the region's expansion vectors, evaluating the influences of existing networks, mainly transport and communications, and the articulations between demographic size, function and organization of the regional space; to characterize the productive systems and their structuring axes of the municipalities of Cruz das Almas and Santo Antônio de Jesus, identifying their real capacity to offer goods and services, classifying them as to complexity, highlighting their potentialities, risks and strengths for regional development, and to identify mechanisms of state policies and private management from territorial bases and both endogenous and exogenous planning spaces, articulated with the state and national spheres. To achieve these objectives, the theoretical contribution came from was explanatory questions about region, development and regional development. The research was based on documentary analysis and field work. Official data of these municipalities and the state were collected, which allowed analyzing the composition of local and regional production systems. In the field work, questionnaires were applied and interviews were carried out with agents producing the socio-spatial dynamics of the researched context. Have time limits the 16th and 19th centuries. Favour the farming of cassava, forms processing, transport, exchange and consumption, since the indian farm birthplace of the cassava culture, until the end of the slave regime, in Brazil in 1888. Was based on the analysis and synthesis of documents, academic papers and manuscripts papers, to formulate and answer questions that allow the reconstruction of the use of the "daily bread", namely manioc flour. It was considered that, since the presence of the Governor General, Tomé de Souza, in the city of Salvador in 1549, -without forgetting the highlight that Pero Vaz de Caminha had already given to the "species of Yam"- until recent times, the cultivation of cassava was the basis of farming in this region, and manioc flour, the basis of food structure of residents of the city of Bahia and the Recôncavo Baiano. The scarcity of this constant state interventions motivated flour, both in your crop, how much flour trade. Monte Santo is a small town located in the northeastern region of Bahia, the semi-arid backlands, the micro-economic Euclides da Cunha. It houses, among other temples, the Sanctuary of Santa Cruz, which transforms the city center in periodic pilgrimages and attracts visitors from both the State of Bahia, as other more distant places. Readings and field research verifying that the Catholic religion and the displacement of people occupy and change temporarily the public spaces of Monte Santo. The objective of this work is to analyze religiosity from the perspective of the traditions, which enshrined the local sacred places which, in turn, lead to a new dynamic functionality and in the city during periods of intense flow of faithful. It used the most recurrent methodology for analysis and synthesis using techniques procedure, as documentary bibliographic consultations, complemented with field research - using open interviews and personal observations - during the dates of local religious pilgrimages. Demonstrations occur twice a year, one coinciding with Holy Week and the other held on the eve of All Saints Day, October 31. If also assess local public policies that propose improvements to the city, based on the exploitation of religious tourism. For this, he parted from the premise that democratic participation has always been directly linked to territorial perspective and that it takes for it to happen whenever there is a reference territory. In the contemporary moment, when many paradigms begin to be replaced and most of the links to be through virtual environments of cyberspace, it is possible to think that traditional concepts need to begin to be adapted. Based on this perspective, is that it proposes the concept of ciberterritório, as being the product of relations obtained from the hybridity of the physical spaces and virtual interface with digital technologies, which, while fostering an architecture of participation, not seen at any other stage history, may be allowing the extension of democratic participation, enhancing spaces of citizenship and increasing the possibility of political articulation through cyberspace. This process is conceptualized here as cyberdemocracy. The methodological approach was implemented from the case study of the World Social Forum (WSF), through semi-structured interviews with participants of the WSF 2009 in Belem, Para, theme of the WSF 2010, in Salvador, Bahia, and professionals in various field of knowledge, with the intention to verify not only the participants' perception of the movement, but also other members of society, about the contemporary democratic context, mediated by digital information technologies.
