    The need to acquire products and services is constant, whether in the public sector or in the private sector: in the acquisition of goods and services in the private sector, autonomy of the will prevails and the free manifestation of wills predominates; when one of the poles is a public entity, purchases are based on rites defined by law. The State is required to use optimized and efficient financial resources, using appropriate techniques in the purchasing process, with the objective of acquiring goods and services with maximum economy. The adoption of the price register optimizes public resources due to the reduction of bidding processes and the acquisition of only what it needs while the minutes are in force - different from the traditional bidding process, where the estimate only includes an existing demand and, once demand is over, the obligation. As in the common bidding process, the definition of experience and equity in the SRP is set out in the total budget. The purpose of this article is to assess these criteria in view of the fact that the total budget is a mere estimate and does not correspond to the actual amount consumed in the period.
