The interest on the study about the promotion of health to poor people was the driving force to the execution of this study, furthermore, the academy‟s growing interest about make researches with the male universe stimulated also the attention to the issue. To the research, was addressed, especially, the conditions of men‟s health, particularly those who live on a poor situation with the intention to understand how they can face the condition of being sick and using a wheelchair as the method of locomotion. As model was used the International Classification of Functioning Disability and Health (ICF), in the second part, that talks about the ambient, as the ICF is the classification model in which one is possible to glimpse a change in the social field. The methodology corresponded to a qualitative study with the ethnographic approach using the methodology of the life story. To get the result for the research were used the following techniques: direct observation and semi-structured interview. The results archived show that the social capital and cultural has an impact on the health condition of the low-income population as well as the presence of accessibility barriers on the mobility of the people who use wheelchair as method of locomotion. This questioning starts from the reflection on two processes in the construction of the Brazilian social context, related to the professional performance of Social Workers inserted in Mental Health. These two processes are: the construction, trough the historical process of the organization of the Brazilian Social Work, of an Hegemonic Professional Ethical Political Project for that profession; and the consolidation, in the context of Brazilian Public Policies, of the process of giving social answers to the problem of the “madness” which, in the health environment, proposes a new way to the mental health services, called Psychiatric Reform. Considering that the two processes are complex, inserted in a contradictory social context, whose realization involves reflection and action of the concerned social subjects, the reality of existing factors, difficulties and contradictions that are determining them, may create improvements and retrogressions. The psychiatric Reform as well as the Ethical Political Project are enrolled in the fight between opponent social projects, subjected to the political and economic forces in presence. In that way, this research should contribute to maturing discussions on the professional achievement of Social Workers, through interdisciplinary relations, in the complex field of Mental Health, considering the cumulative ethical – political, theoretical – methodological and technical-operational development of this profession.This research aims to analyse how is constructed, in the daily work of Social Workers, the Ethical Political Project, into the Brazilian Psychiatric Reform proposals. The specific objectives are: Identify, in the work of Social Workers, through the Brazilian Psychiatric Reform, the ethical-political, theoretical-methodological and technical-operational elements of the Ethical Political Project of Social Work; highlight the points of agreement or of divergence between the Brazilian Psychiatric Reform and the Ethical Political of Social Work. Therefore, an analytic and descriptive Case Study research design was used, selecting a Psychiatric Hospital of Salvador as research fieldwork, with the support of Anthony Giddens’s Structuration Theory, in an ethnographical perspective. As data collecting instruments were used interviews with key informants, apart documental and bibliographical reviews. The collected data were analysed with the Content Analysis Method of Bardin (2012). For that, content analysis is applied to the existing complaints and judgments in actions decided between the years 2010 to 2013, for crimes under Art. 213 of the Penal Code, where the victims were women and the offending were men, both able, without incidence of Law 11.340/2006. This research is developed aligned to the understanding of the role of social representations in the imaginary construction of the subject and their understanding of social phenomena, of gender relations as power relations and gender violence and disrespect for Human Rights. In a short space of time, this epidemic became a serious worldwide public health problem due to the high rates of morbidity and mortality. This epidemic that was heavily male with most victims both heterosexual and homosexual men is increasingly female: according to data from UNAIDS, in the world, young women represent over 60% of all young people living with HIV in Africa and this rate reaches 72%. Given these data, raised to the following question: Does the vulnerability of women related to gender has contributed to the process of feminization of HIV / AIDS in the city of Salvador in Bahia? From then drew up the general objective of this research: to describe values, attitudes, beliefs, behaviors and contexts historico-socio-cultural factors that may have vulnerabilized women to HIV infection / AIDS in Salvador, state of Bahia. And, as specific objectives: to identify with women already infected, in the city of Salvador, values, attitudes, beliefs, behaviors and socio-historical contexts cultural that may have vulnerabilized women to the process of infection with HIV / AIDS; seeking women already infected with their perception against contamination by HIV / AIDS in relation to men, age, income and neighborhood; examine women infected health actions that could be undertaken in an attempt to minimize the process of feminization of HIV / AIDS. The methodology was qualitative, with exploratory, focusing on the feminization of AIDS, adopting gender as analytical approach. This research was developed in ancient Reference Center for STD / AIDS State of Bahia (CREAIDS), a public institution of the Unified Health System (SUS). The research examined whether the existing curricula of these courses are no spaces for the theme of Mercosur, as well as a possible equivalence of curricula. We investigated the formation of basic education teachers in Brazil and Argentina verifying that the curricula express their integration into Mercosur. The methodology used to develop the methodology of this research was exploratory, taking steps like document analysis and semi-structured interviews, based on a reference emerging qualitative data analysis. The analysis of the data found in both realities surveyed was understood through a contrastive perspective realizing the uniqueness of them. The researched object maintained a constant dialogue with the existing literature on curriculum, teacher training and Mercosur. Was used as strategies for data collection: research on institutional websites of the universities surveyed, the government agencies that regulate higher education in both countries surveyed and through semi-structured interviews involving teachers, course coordinators and representatives of the universities surveyed, as well as search and analysis of the educational laws of Brazil and Argentina on the subject, in addition to the observation of the two locus Education Institutions. The main findings were analyzed and reported as a guarantee of broad interpretation of the data. This phenomenon is growing in Brazil, especially since the Constitution of 1988, which guaranteed fundamental rights to be densified through public policies enforced by the Judiciary, Executive and Legislative and also by the civil society, as a mark of the attempt to deploy the Welfare State. In this context, the Judiciary is in charge of guarding the Constitution and the citizens against the trespassings of the State (by action or default). The right to health, as a social right, is guaranteed in the article 1986 of the Constitution. Through the rights to access the Judiciary and to petition, more and more people sue the State in order to obtain access to the health system. On account of the principle of the inevitability of the jurisdiction, millions of sentences are ruling that the State shall provide certain things in individual cases. However, treating the right to health as an individual right is not consistent with its nature. The judge lacks much technical knowledge to decide over anything the State provides through SUS, or at least to decide in a socially responsible way. When he rules that the State must provide certain treatment in an individual case, the judge is interfering in the organization and general logistics of SUS, in the previously allocated budget to health (proposed by the Executive and approved by the Legislative – both composed by elected representatives who have democractic legitimacy, something the judges do not have) and in the order of treatment of the citizens who already stand in line (even though they are equal among themselves, according to the Constitution). Besides, data proves that the simple raise in investments in healthcare policies does not improve significantly the general health conditions of the people. Therefore, it seems irresponsible that the State reserves most of its resources to healthcare when, in truth, the economic development of the country as a whole improves more significantly the individual health. This paper attempted to understand the judicialization of the right to health in Brazil, the nature and impact of the judicial rulings to the civil society and to the State. By comparative institutional analysis, the study probed which is the better suited institution to deal with such claims. This was done through systematic literature review. In addition to it, the collective suit was discussed, as an option to decide more efficiently and isonomically than through individual suits, since the collective one was born exactly to deal with social rights. Ultimately, this paper discussed who is better suited to make the hard choices, ethically, about how to allocate the always insufficient resources to provide all the fundamental rights. The qualitative and quantitative method used structured questionnaires, direct observations and field diary. Bardin (2011) was used for the content analysis of qualitative research. The results highlight the high perception of alcohol problems and drug use by professionals in the territory, as well as referral to specialized service as the procedure for monitoring users of alcohol and other drugs and lack of specialized orientation in most of the units involved. The epidemic of HIV/AIDS affects more and more populations which are economically and socially vulnerable, who are not faced only with issues related to the disease, but social exclusion and poverty. Thus it is necessary to consider the epidemic changes in its historical context, the difficulties experienced by patients with HIV/AIDS, and especially the meanings built to face this reality. Fighting AIDS implies combat all forms of inequality, prejudice and discrimination, since people living with HIV/AIDS suffer constantly rights violations, which leaves them in a state of more vulnerability. A case study was conducted using direct observation, data collection and semi-structured interview. Brought an analysis of the historical construction of the disease, the discussion of the concept of vulnerability, as an important element for understanding and combating the epidemic, from the expansion around the social dimension, in order to contribute to reducing the impact of HIV/AIDS in their lives and consolidation of law.
