However, it is from the twentieth century that the creation of public policies that deal with the issue of drugs from a criminal and international perspective, characteristic of Contemporary Prohibitionism, is observed. These policies are supported by medical, legal, and political discourses and do not reach all substances in the same way. The War on Drugs justifies the use of force in social control from the creation of people inserted in the cycles of production, distribution and consumption of these substances as public enemies. Anti-prohibitionism arises, which consists of critics who want to denounce the sanitary-criminal-war management model of public policies on drugs in force. Antiprohibitionism also provides alternatives to current public policies on drugs, such as possible rules for regulating the processes of production and distribution of these substances and strategies to care for people who decide to consume them. There are people who act politically to bring about changes in current public drug policies. These people are called anti-prohibitionist agents and their actions make up the anti-prohibitionist project. Participant observation and semi-structured interviews between 2013 and 2016 were carried out with anti-prohibition agents in Salvador/BA in order to better understand the local anti-prohibitionist project. Thus, it was possible to analyze the organization of these people around this objective, their trajectories, their actions, etc., through the examination of established power relations. Thereby, one can understand the process of entering new anti-prohibitionist agents, the criminalization of the anti-prohibitionist project, their intersections and the establishment of leaderships and other aspects of how the reality is negotiated around the drugs issue.Item Controle social na política de educação em quilombos: análise de suas contradições(Universidade Católica do Salvador, 2015-02-26) Silva, Gilmar Bittencourt Santos; Bortoli, Mari Aparecida; http://lattes.cnpq.br/3344778997789087; Calazans, Márcia Esteves de; Lepikson, Maria de Fátima Pessôa; Santos, Simone Ritta dosThe first decade of this century was marked among other things by the emergence of rights discourse in favor of traditional communities and especially the remnants of Quilombo with this, comes a tough debate on such rights, including the right to education in these communities. The study examined how is the social control of public social education policy, through the National Councils, State of Education, with reference to the interface with the education policies in the city of Cachoeira, in this state. To take effect the research used content analysis methodology with documentary research technique with qualitative and quantitative analysis to the study of these Councils resolutions from 2001 to 2013, in addition to data search, using as sources of organs official Brazilian state, verifying the existence or omission of names and expressions previously established in these resolutions as well as its frequency denoting the contradictions in teaching. Under the premise that the Board of Public Social Policy is an organ that contains a series of contradictions, all the study was conducted from the perspective of the historical dialectic method, using as categories the contradiction and all. Its existence Is very important to strengthen democracy, especially because of features come from the democratization period in Brazil with an emphasis in deliberation. However the literature indicates to some limiting points that have not yet been overcome so that the councils fulfill its democratizing potential. This research analyzed how democracy, participation and deliberation articulate themselves and how they manifest in the City Council of Health in the municipality of Sao Felix in Bahia. Therefore a case study with a qualitative approach was made. The analysis came from the data collected in documents, observations and applied interviews to the members of the mentioned council. By the end of the research a favorable institutional frame was identified what did not prevent the existence of fragilities in deliberation, superficiality in fulfilling the parity, doubts about the deliberative effectiveness and association with a kind of formal democracy. Coming from this generating question, this work reflects about the “empowerment” of women, accessing debates about gender and the binomial of inclusion/exclusion, as well as their incidence in municipal politics, thought about as an agent that exercises political power. Focusing on family and life histories, it analyses the categories of gender and kinship, which permeate the performances, exploring the intersection of the worlds that conform the political universe, in a perspective that understands gender as a part of a system of relations. Aiming to overreach the naturalized/essentialized view of the female role in the political space, this etude has as an objective to analyze how the relations between public and private take place among women who act in politics, with the perspective of understanding how the conscience of oneself and for oneself is elaborated. In a broad and watchful perspective of the historical and cultural problems of which the women were victims and kept made invisible in subordinate functions up until today. A discussion that demonstrates the incorporation of diversity and multiplicity. In a specific way, it intends to identify how the women invested in an office exercise citizenship in public and private spaces, enforcing the principle of non-discrimination, understanding whether they indeed conquer autonomy and/or empower themselves in the sense of taking actions and raise banners of fights against segregations, violences and vulnerabilities. The study proposes to broaden the field of reflections about social and political representations, bringing forth scientific and multidisciplinary aspects. The methodology consisted in multiple case studies, involving family histories and content analysis, with the contribution of feminist theories, of the social representations and political philosophy, applying diverse techniques, amongst which, the open and profound interviews with female mayors of towns in Bahia, in the office of 2009-2012. The focus is on the category of gender as an analytical and relational instrument, families as networks, cultural and social links and constructions, and it questions the social representations and admits the historical perspectives that neglected the invisibility of women in the course of civilization and the existing stereotypes related to gender, as well as searching, in the subjects’ everyday life, intertwined aspects that direct their conduct. Investing on detailing the reality of women in local power in Bahia, hearing their “voices” from their everyday lives, realizing the obstacles and conquests that permeate the way they act in the public space, demonstrating ideas and actions. The epistemological base has been crossing the borders between feminisms and the interest was in contributing to the understanding in reference to the participation and actions of women in politics, especially when it comes to not judging without analyzing each case and condition. Women, within their multiple actions and references, for better or for worse their acting in politics can be, face unique situations and there are many variables at stake. Moreover, they can be only pieces in the machinery of dominant political power and of reproduction of capital and of a dominant patriarchal praxis. In this view, one is at risk of losing the wealth and details of particularity and singularity – the nuances, the shades of meaning that require attention to detail and broad knowledge of a specific cause. Between general and specific, between feminisms and other theories that support centuries of views and proposals of intervention, the reality studied, seen from up close, marks spaces of quantitative advancements, whether nationally or regionally, and the picture is favourable to an increase of female consciousness in fighting for their civil rights, affirming themselves more and more, by their personal autonomy and desire of emancipation. However, not necessarily crediting conquests to feminism. The conclusion reached after a work of such nature is that power, especially of women, is distant, leaning more on conscience and praxis than on numerical data. These are new times in which disguises transform domination into something so subtle it is nearly impossible to notice. The “society of the spectacle” determines a political dialogue often impoverished and repeating itself. In times of privileges authorized by Governments to exploit others in many different ways, the acceptance and even the spreading of female superiority is part of an arsenal of trends which should be used in service of the system’s interests, responding to international agendas and patterns for the overcoming of the “invisibility” throughout History. The patriarchy no longer is inserted in the logic of absolute power in the hands of a few men, suffering profound mutations, acquiring new linens and characteristics. Its metamorphosis unleashed the advanced capitalism in service of a stronger and more dominating power. This capitalism manages to sidestep human minds and insert women in a collection of interest games and dominations, far from what would be their “empowering” with true social and political emancipation of all human beings, in a world with equity and social justice.Item Os discursos de verdade produzidos na esfera judicial: estupros em Salvador(Universidade Catolica de Salvador, 2014-05-29) Almeida, Juliana Pessoa Meneses de; Calazans, Márcia Esteves de; http://lattes.cnpq.br/3033771649742154; Cavalcanti, Vanessa Ribeiro Simon; Costa, Ivone Freire; Guedes, Paulo; Perreault, MichelAnalyzing the discourse of judges and prosecutors in cases of rape, this study aims to check for production of gender violence at the judicial level, either because of the presence of asymmetric constructions of gender, use of control procedures for maintenance of speech power or a non effective absorption of Human Rights Gender. For that, content analysis is applied to the existing complaints and judgments in actions decided between the years 2010 to 2013, for crimes under Art. 213 of the Penal Code, where the victims were women and the offending were men, both able, without incidence of Law 11.340/2006. This research is developed aligned to the understanding of the role of social representations in the imaginary construction of the subject and their understanding of social phenomena, of gender relations as power relations and gender violence and disrespect for Human Rights. Thus, to understand the dynamics of the judicial process of this crime, revealing the subjective elements that work and power relations within it, it will be possible to ascertain the existence (or not) of other discourses coexisting with the legal discourse.Item Distribuição socioespacial da violência letal na cidade de Salvador/BA(Universidade Católica do Salvador, 2013-08-30) Cicerelle, Maristela Barbosa Santos; Carvalho, Inaiá Maria Moreira de; http://lattes.cnpq.br/6436834586482218; Calazans, Márcia Esteves de; Lourenço, Luiz ClaudioThis study investigated the association between poverty, inequality and lethal violence in Salvador/BA, having as main reference the number of homicides. Assuming that there is a coincidence between the spaces that concentrate poverty and inequality with the spaces concentration of lethal violence, we sought to understand the interface between these concepts. It is descriptive and exploratory data analysis was based on official indices both in terms of social indicators, as the rates of urban violence. The information was obtained from the Department of Public Safety and other data available on the World Wide Web. We used a hypothetical- deductive method as a method of approach. Appropriated even the documentary, bibliographic methods, statistical survey approach to the object and data analysis. Obtained as a result of the finding that the deprived areas of Salvador are the highest rates of lethal violence and despite the recent improvement in social indicators, social configuration of these areas remains unchanged, also concentrating social inequalities. From the discussion on the construction of citizenship in Brazilian policies, this study aims to analyze the concept of active citizenship in the ideals of the National Youth Inclusion (Urban ProJovem - PJU) and the discussion on the scope and limits of this, as well as its practical, to conceive it as part of a Public Policy for Youth (PPJs) in this country. The aim is thus to analyze the actions developed in PJU (planning, implementation and evaluation) from 2008 to 2011, so that young people recognize their rights and duties, seek to know their rights and know how to recognize the rights of others, like members belonging to a community. This study aims to make a documental analysis referring to different moments of the program Urban ProJovem having as basic field a reading of documentation on the PJU itself, considering the literature related to youth policies and citizenship. For this analysis, so further, we turn to some semi-structured interviews with young people who participated in the PJU in Salvador in 2010. The data were organized and described through the analysis of discourse (LEFEVRE; LEFEVRE, 2005; GILL, 2002) establishing categories according to the research objectives. From this analysis it appears to lag the concepts presented in the planning of this program what occurred in practice, contributing to the actual emptying of citizenship concept because of the plurality of definitions. It is also noticed a difficulty of the young people interviewed in recognize themselves as active-subjects belonging to the Brazilian society and responsible for the transformation of reality where they are inserted, which contributes to the questioning of the coherence between these actions of the PJU and of the PPJs. Taking into account the events that used this instrument, which began in 2011, this dissertation aims to observe how was the process of transformationof communication andtheinclusionofthis new mediumtosociety, as well as whattheirinstrumentality, iethatsothismeans it operatesand spreads. For this, will be done here is a case study of the movement of the free pass (MPL), as this was the starting point to trigger the most current manifestations, this research will be applied a semi structured questionnaire to members and stakeholders that movement with spatial area in Salvador. Globalization was a process that brought significant changes to society, not only linked to a structural reform of information technology, but also as the social relations that no longer face to face, as in the early days and became mediated by means of communication. Among these means the Internet stands out as one that can have a range of mass quickly and interactively and be a means of transforming social relations. The Internet, unlike previously thought came to add the media already and not to replace them, today it is used as a space for public debate where they are on the agenda the most diverse topics of social interest. It was with this social character that social networks have become place for debate and organization of the demonstrations that took place in Brazil since 2011. The demonstrations occurred from the Free Pass Movement, began to be organized in discussion forums on the network and known social network , Facebook with it hundredsof people began to go claim the streets as guidelines, health, education and political reform. This dissertation back in its content the motivations of these manifestos, the extent to which social networks organize these actions and how society deals as this process. In times of human trafficking, exacerbated urban violence and changing social and family contexts, the subject-object-problem developed as part of a doctoral project deserves to have intervention in a network and through ongoing actions. Since then, there have been several changes in the institutes, especially to ensure the promotion of Human Rights. In this context, it is necessary to analyze the disappearance of children, observing the family and institutional contexts, how the network of protection and support for families and individuals who experience this process is configured, to analyze public policies on disappearance and the dignity of the human persons; analyze information technology instruments; educational support from the media and follow-up by institutions for full protection of children; mapping procedures, agendas and instruments for collection, investigation and creation of a network, access to justice and citizenship through legal and institutional mechanisms, with emphasis on service made between 2017 and 2021; mapping the primary documents of the MP/BA and Missing Persons Protection Police; and the National System and Location – SINALID. As a methodology, historiographic and state of the art review had been carried out. The collection of technical-scientific production material and national and international legal-institutional frameworks, documental analysis of report, opinions issued by the interdisciplinary team of the Public Ministry of the State of Bahia, interviews of agents belonging to the protection network and family members who experienced the process of disappearance and assistance/monitoring after the implementation of SINALID at the state level. We used the resource of documental analysis, with a historical-descriptive approach, based on the consultation of the files of reports and opinions issued by the Police Department for the Protection of Persons, having as headquarter the city of Salvador/BA and the Specialized Coordination of the Public Ministry of the State of Bahia ,the literature review using the random choice methodology for analyzing children's medical records. It is noticed that the disappearance of children form a legal and social level, and the law cannot refrain from regulating such situations. Supporting actions are necessary, preventive actions in guaranteeing the Human Rights of children, promoting the participation of families in institutional spheres to deal with and prevent these situations.Item O orçamento público em uma perspectiva feminista: um estudo de caso dos 10 anos do orçamento da mulher no município de Salvador(Universidade Catolica de Salvador, 2014-12-18) Coutinho, Graciele Oliveira; Calazans, Márcia Esteves de; http://lattes.cnpq.br/3033771649742154; Borges, Ângela Maria Carvalho; Silva, João Apolinário daThis thesis aims to analyze how public policies of gender and for women were included in the budget of the city of Salvador from 2006 to 2015. The research has exploratory nature and the methodology used was a qualitative approach based on the analysis and the interpretation of public policy inserted in the budget laws of the city of Salvador. It was used the case study method, which has been translated into analysis tables, charts and graphs that showed the public policies with a gender focus and for priorized women; the costs evolution to meet these policies and if the principle of gender mainstreaming was followed. The analysis of budgetary laws allowed to identifiy that despite institutional adoption of a gender perspective by the municipality, public policies included in the budget laws of the city of Salvador did not take into account the social differences between men and women and that the allocated resources are lower than those defined in budgeting, showing a lack of monitoring by the social movement of the budgeting process.Item Participação social e controle externo da polícia: o caso da Ouvidoria da Secretaria de Segurança Pública e a Polícia Militar da Bahia(Universidade Católica do Salvador, 2015-04-28) Pinto, Paulo Cezar Martins; Calazans, Márcia Esteves de; http://lattes.cnpq.br/3033771649742154; Silva, Julie Sarah Lourau Alves da; Costa, Ivone FreireThe concern of this study was to examine whether there is indeed external control of civil society on the activities carried out by the Military Police in Bahia. Taking Ombudsman in the Public Security area as a source of research, which sought to identify how this body arises as a result of the demands for participation in the country. From there, we tried to understand what challenges and difficulties this arrangement social participation have faced in its relation with law enforcement agencies, focusing on the work of the Military Police of Bahia and its history of repression. To understand this control instrument in Bahia, interviews were necessary with various social actors in the field of public administration and civil society organizations. Visits were made to the Ombudsman Police, where he might have the experience of direct observation of this body. This visit also provided acquire the annual reports of the Ombudsman, a fundamental document for this search. The period was considered for the analysis of annual reports of the Police Ombudsman understood the years 2007 to 2012. However, it was found that the best model that fits this arrangement of participation is the neo-corporatist, but the low level of social participation and the lack of autonomy has been poor the performance of the Police Ombudsman as an external watchdog on the activities of PMBA.Item A readaptação funcional aplicada aos policiais federais: reflexões sobre seu alcance, limites e funcionalidade(Universidade Catolica de Salvador, 2015-03-27) Santos, Sérgio Vilas Boas; Calazans, Márcia Esteves de; http://lattes.cnpq.br/3033771649742154; Borges, Ângela Maria Carvalho; Apolinário, JoãoFunctional rehabilitation is the return of the worker to his job in compatible with the constraints which it may have suffered in their work roles. In public service is vested in the office of server roles and responsibilities consistent with the limitation that has suffered in his physical or mental ability, in short a social right. The present work deals with the study of the actual scope of rehabilitation, as well as their functionality and possible obstacles to its implementation on the uniqueness of the police office, here represented by the category of the federal police. Although a consolidated statutory right by law, the operation of this institute (functional adaptation), when applied to these servers, accuse limits and difficulties that have not yet fully transposed. To confirm this assertion, this paper analyzed the literary approaches to functional adaptation, including its origin and evolution of Brazilian legislation, comparing it with the understanding of the police office, and some particulars touching the subject. For this case study conducted a qualitative approach. These analyzes basically left data collected from documents, bibliographies, databases of public institutions, administrative and judicial opinions, and other organs of internal control. At the end of this research identified important legal frameworks that provide a favorable environment to functional adaptation applied to this career servers, which unfortunately did not prevent him from establishing the existence of an interpretive ambiguity, a sort of inability of managers responsible for appropriating current notion and importance of functional adaptation as a form of social inclusion at work. The relevance of this research, therefore, is the peculiarity of the proposed topic, the call and warning to health professionals and those in the possibility of a new perception and approach on functional rehabilitation as broad and unfettered statutory right the entire profession, to this aim, this study focused on public safety servants at the federal level.Item Violência de gênero em diferentes tempos: enfrentamentos na esfera pública e privada(Universidade Catolica de Salvador, 2014-10-30) Assis, Bárbara Pontes de; Cavalcanti, Vanessa Ribeiro Simon; http://lattes.cnpq.br/6538283866214716; Barbosa, Claudia; Castro, Mary Garcia; Calazans, Márcia Esteves deThe present paper, from Family and Society line of research, has as main target to understand the temporal dynamics of gender violence, and your face in the daily, in which one woman is victim of violence each 15 seconds, and the locus of this violence, in 70% of the cases, is the private ambit, in family, and the aggressor is their husband and/or partner; in the State, from a historical analysis of legal institutional mark what rules women’s lives in Brazil; and in religious juidáico-Christian based on feminist theology and on the raising of the state of art, selecting, from the Theses and Dissertations Data Bank (TDDB), two theses and eight dissertations, that treat violence, gender and religion from 2001 to 2011. As well as the intertwining of these times, the interrelation and mutual interference. And, as specific objectives to raise analytic categories of violence, family, gender, feminism and patriarchy in order to support theoretical and epistemological approach; relate actions and schedules proposed by national and international organizations to confront gender violence in private sphere; to realize representations and women’s identity constructions from Judeo-Christian religions; to identify positioning and actions of religions face gender violence situations against devotee women, through historical-descriptive method, grounded on analytic categories, such as times, violence and gender. religious based on feminist theology and on the raising of the state of art. Realize that after years of fight from feminist movements there was a significant advancement in which concerns to laws and public politics to the confrontation and eradication of violence against women. Despite this, social reality cannot be modified once it remains based on patriarchal values that justify and naturalize this way of violence, what keep being spread by Judeo-Christian religions, and lead to violence muzzling in order to maintain family status, in spite of feminist theology fight.
