    The objective of this article is to carry out a study on the situation of abandoned urban properties in the city of Salvador over the past few years, as well as the absence of due adaptation, in flagrant violation of the principle of the social function of property enshrined in the Federal Constitution, as well as the applicable legal measures, which legitimize the appropriation of these properties by the municipal public power, to give a new meaning to meeting the collective needs, through the realization of public policies, harmonizing it with the onstitutional precepts.
