    Consumer over-indebtedness is a reality that is consolidated in today's society. It is well known that extreme indebtedness has grown sharply over the years. Consumers are constantly hit by persistent and highly abusive marketing practices to encourage credit consumption. To circumvent this reality, therefore, it is necessary that the State, as co-responsible for the emergence of a mass of indebtedness, implements new policies and mechanisms to prevent over-indebtedness, also acting in its mitigation. The present work seeks to highlight the reality of the Brazilian consumer in the face of the phenomenon of over-indebtedness, using a qualitative approach, based on historical, legal, doctrinal studies, scientific articles and electronic journals to conclude the importance of Bill No. 3,515 / 2015, in progress in the Chamber of Deputies.
