The objective is to analyze the DPU's performance in the State of Bahia in the proposal of the PCA in the promotion and guarantee of the right to health of SUS users, specifically the access to medicines for the treatment of breast cancer in the period from 2009 to 2017. the assumption raised was the one that sought to know if through the interposition of the Public Civil Action, the Public Defender's Office of the Union have managed to implement the right to health in the praxis of users of the Unified Health System in Bahia, in what concerns the guarantee of access to medicines for the treatment of breast cancer. For this purpose, the present research has followed the following paths: 1 - Since the Public Defender's Office was entitled to propose Public Civil Action through Complementary Law 132/2009 and Constitutional Amendment No. 80/2014, there was an increase in proposed Public Civil Actions, especially in the scope of the promotion and guarantee of health in the State of Bahia by the Public Defender of the Union in the period from 2009 to 2017; 2 - Through the management of the Public Civil Action, the Public Defender's Office of the Union has obtained judicial decisions favorable to the compulsory granting of medicines by the Public Power to citizens, users of the Unified Health System, in the treatment of breast cancer; 3 - The judgments arising from the interposition of the Public Civil Action by the Public Defenders of the Union in Bahia have been complied with by the Government when it refers to the granting of medicines to users of the Unified Health System for the treatment of breast cancer; and, perhaps the most important of them, 4 - What sought to know why there was a need for the use of legal instruments by public ombudsmen throughout the country to assert the rights constitutionally guaranteed to all citizens. The interest on the study about the promotion of health to poor people was the driving force to the execution of this study, furthermore, the academy‟s growing interest about make researches with the male universe stimulated also the attention to the issue. To the research, was addressed, especially, the conditions of men‟s health, particularly those who live on a poor situation with the intention to understand how they can face the condition of being sick and using a wheelchair as the method of locomotion. As model was used the International Classification of Functioning Disability and Health (ICF), in the second part, that talks about the ambient, as the ICF is the classification model in which one is possible to glimpse a change in the social field. The methodology corresponded to a qualitative study with the ethnographic approach using the methodology of the life story. To get the result for the research were used the following techniques: direct observation and semi-structured interview. The results archived show that the social capital and cultural has an impact on the health condition of the low-income population as well as the presence of accessibility barriers on the mobility of the people who use wheelchair as method of locomotion. The study aimed to describe and analyze the working conditions of doctors who work in state health institutions in the metropolitan region of Salvador, seeking to put in evidence and understand to what extent they make up one of the dimensions of that precariousness. Methodologically, this dissertation was divided into two stages; the first, preceded the quantitative analysis of the working conditions that doctors allocated in the public health service face, bound directly to Bahia State’s Health Secretariat (SESAB), from a statistical analysis of secondary data obtained through constant research questionnaire "Profile of morbidity and factors underlying medical license of civil servants from the Health’s Secretary of the State of Bahia", funded by the Support Research Foundation of Bahia State - FAPESB and made by the staff of the Public Health Institute - ISC from Federal University of Bahia, in 2013. The second stage consisted in a qualitative research, where, through semi-structured interviews conducted in the first half of 2006, we sought to investigate the subjective perception of doctors who also work in the public service of the State, regardless the type of contract, on their working conditions. At this stage, it sought to further understand the impact of these conditions on personal life and motivation to work of these professionals. The results were also presented separately: the quantitative data have not led to a consistent framework of precarious working conditions, though not negligible part of the sample has highlighted negative aspects about their activity; the analysis carried out from the perspective of the subjects involved, effectively highlighted the precarious working conditions, translated empirically by: disabilities in the labor physical environment, work overload, decreased degree of autonomy, problems in interpersonal relationships and violence in the professional-patient relationship, in addition to professional wear. The municipal health councils were formed in the country by 1990, as a new democratic instrument of popular participation. Therefore, it is necessary to investigate the level of activity in order to identify their alignment with the principles of the Unified Health System and how the Council's action enables the inclusion of users in the proposed citizens. Then, from the analysis of the guarantor role it plays the Council in the social control of a specific health policy, namely the Mental Health Policy and Integral Attention to Users of Alcohol and other Drugs, you can understand the relationship between state and society. In this sense, the general objective is to analyze how this advice has been discussing this policy in the face of current demands, having specific objectives, understand the relationship between state and society, as discussed verify that specific policy and identify the participation of directors in the CMS. Thus, the case study of CMS sought to analyze all its dimensions, featuring an exploratory explanatory study of theoretical and empirical nature, which confronted the theoretical and documentary references to the information collected through field research, with the semi-structured interviews and questionnaires application to directors, favoring qualitative analysis through content analysis. To this end, it sought to analyze the conditions, advances and obstacles to the implementation of Psychiatric Reform in the country, comparing the experiences of Belo Horizonte-MG and Salvador-BA, two Brazilian metropolises - emphasizing the influence of professionals in this area. The choice of the city of Belo Horizonte is justified by housing one of the most successful experiences of implementation of Psychiatric Reform in the country. Already in Salvador, the advance in this perspective occurs more slowly and problematically. The process of Brazilian Psychiatric Reform, triggered in the late 1970s, from mobilizations within the civil society, is linked to other movements and achievements, in the international context, overcoming the Asilar Model. Established within the framework of the French Revolution, this Model was a response to the social presence of “madness”. Law 10.216 / 01 marks the achievement in the legal field of Psychiatric Reform, idealized and gestated within the Antimanicomial Movement, which entered the Brazilian scene from 1987, bringing together workers, users of Mental Health Services and family, around the overcoming project of the Asilar Model. The general objective of analyzing the conditions and progress of the implementation of the Psychiatric Reform, comparing the experiences of Salvador and Belo Horizonte and emphasizing the influence of professionals in this area was divided into the following specific objectives: to analyze the perception of professionals about change. of paradigm; analyze the difficulties of professionals in the operationalization of the new model and identify the limits in the methodological theoretical training, technical assistance and institutional policy for the exercise of the new model. The assumptions were that the understanding of the subjects has a decisive influence on the processes of change and that in the processes of institutionalization of new models, the consolidation of transformations in the socio-cultural dimension (and, consequently, the scope of the ethical-political dimension) is the most complex aspect.. The study sought support in the Extended Theory of the State of Italian Antonio Gramsci, focusing on its concept of Organic Intellectual. A qualitative research was carried out, having as Method, the Dialectical Materialism, of analytical - descriptive nature. The research had as empirical field the Psychosocial Care Network of the cities of Salvador and Belo Horizonte. The research subjects were the representatives of the various professional segments that make up the RAPS (Psychosocial Care Network) of the Municipality, as well as users of the services. Narrative interviews, direct observation, bibliographic and documentary analysis were conducted. From the broad analysis undertaken, the thesis on the positive or negative contribution of professionals, from their training / culture and ethical - political commitment, to the success of the Psychiatric Reform was proved. The hermeneutic study of labour laws has always been intimately linked to the interdisciplinary field, but the socioeconomic transformations that have been occurring with the advancement of labour relations – i.e. outsourcing, flexibilization, telecommuting and computerization, informality, all these results of modern society – have consequences that requires thorough examination under the aegis of a system driven by financial logic which victimizes the basis of the pyramid: the working class. The work was started from the characterization of the population of Salvador Municipality of homelessness and its condition against the basic human right to health. Therefore, the presented concept, the profile, the characteristics of people in the streets, highlighting its heterogeneity, circumstances and the factors that lead to homelessness. The right to health of the homeless was identified as a human right provided for in rights declarations, treaties and international law protocols, and fundamental right. It was pointed out that homelessness violates the dignity of the human person and that because of the principle of equality, there is the necessity of affirmative action to ensure access of individuals on the streets to health services. It was found that a state that does not guarantee the social rights of its citizens does not constitute Democratic rights and that even in the streets, the individual has the fundamental right to enjoy the best possible state of health and the public authorities have the obligation to implement health and social measures to achieve that goal. There was a check, too, that the concept of health encompasses the social context in which the individual is inserted, and that therefore the homeless is crucial to identify the health status of a person in this condition, but also for the formulation of health policies affirmative actions. It was found that the government can only implement appropriate health actions and appropriate to people's peculiarities in the streets, on the grounds of administrative discretion, before the fundamentality of the right to health. Some health policy actions for the people on the streets were normalized through normative administrative acts, and are in sanitary law, subject to the principles and legal framework. As the World Health Organization conceptualized health as well-being, physical, mental and social, for the realization of the right to health of the homeless, one should also promote other social rights such as food, education, social welfare, labor and identification. It was identified health inequities as systematic, relevant, unfair, unnecessary and avoidable social inequalities that affect the exercise of the right to health and to confront them, should be effective health policy action that overcome the difficulties imposed by daily life of the streets. In Brazil, only after the Constitution of 1988, health became a social right and "a right of all and duty of the State". They all include the "madmen" who have long been segregated in hospices and excluded from the status of a law subject. For the accomplishment of this research was used, through the qualitative approach, the autoetnographic and descriptive-exploratory methods, complementary and simultaneous. Based on these methods, first, in the hospital's premises, a data and information collection was performed in the register of medical releases and deaths of the Medical and Statistical Archive System – SAME, of patients hospitalized with a diagnosis of mental disorder in the year 2017. Later, an informal interview was conducted with each of the patients found at their respective addresses. The interviews were recorded and, later, transcribed, resulting in a text, read in light of the Hermeneutic Analysis of Paul Ricoeur and the Institutional Analysis of René Lourau. From the patient narratives and through the autoethnographic method it is possible to infer four elements of analysis: the hospital, the State, the people with mental disorder and the researcher. In the hospital, the right to health of people with mental disorders, most of the time, does not happen. It is an institution that provides care based on practices of carelessness and abandonment, has a precarious structure and does not have psychiatric beds properly implanted. The State, represented by the hospital, violates at all times the right to health of these people, is absent, omission and violent. Mentally ill people admitted to this hospital demonstrate distress and disempowerment about their life even outside the outbreak, at home. They are not outraged or claim their right to health at any time. This aloofness and disempowerment, too, was attributed to a researcher as a service psychologist. The method used will be critical dialectic, where a theoretical study will be conducted through literature review in consultation with the authors argue that the social question, capitalism, labor, extreme poverty, social policy and the homeless and the last census conducted in Salvador and nationally on the situation of people in these conditions. We sought to analyze the social contradictions in the economic process, and denial of political rights that permeates this question. The Brazilian and more specifically Salvador context demonstrates the lack of access to these devices subject to fundamental policies such as health. The problem is marked as follows: How relatives of users of a Psychosocial Attention Center, graduates of psychiatric hospitalization, represent the reorientation of care model of mental health treatment? The work has as reference the Theory of Social Representations as a conceptual framework that allows to understand the tools that operacionalize the communication from knowledge and beliefs of the social imaginary, enabling an analysis on the process of construction of the meanings of the asylum and psychosocial models presented by the families. Thus, the present study aims to understand the social representations of the relatives of patients of psychiatric hospitalizations, graduates who attend the CAPS, on the process of reorientation of mental health assistence model of the municipality of Alagoinhas, Bahia. This is a qualitative study, descriptive-exploratory character, from a combination of methodological strategies, using documentary research by consulting the files of user records of that CAPS III, with a history of Psychiatric hospitalizations in the old Annex from same municipality, as well as unstructured interview with seven family members accompanying such users since the days of hospitalization, in order to understand the meanings they attach to the process of reorientation of care model. The research took place in the School Hall Senhor do Bonfim, Salvador-Ba in November 2014 period to November 2015. Sought to analyze the reflection of public policy in the school space EJA locus of research, see how the guidelines EJA Curriculum of the Municipal Secretary of education from Salvador conceive education and education-oriented world of work as well as its development in school , identify what are the practices developed in the everyday life of the school to effective social and emancipatory a curriculum. The methodology used in the research was an exploratory study, with data analysis through a qualitative approach. Based on the empirical knowledge the characteristics of this research has enabled better apprehension of the object under study: challenges to implementation of a EJA curriculum in a social and emancipatory perspective outside the current context of the world of work. In the first moment seeking a greater familiarity with the topic, were used the theoretical contribution of Freire (1967), Gadotti and Romão (2011)-Gadotti (2014), Freitas (2006), Arroyo (2006)-(2011), Goodson (2013), Capucho (2012), Spink (2004), Scocuglia (2010), Lawrence (2004), Torres (2001), Gil (2002), Minayo (2009), Francis (2002), among others, followed by analyses bibliographic and documentary . The second time we conducted a field study based on speeches and experiences that permeate the pedagogical practice on ADULT and YOUTH EDUCATION through participant observation, followed by script with issues relating to the current context of adult and youth education in school, then was applied questionnaires with 05 educators, among them the pedagogical coordinator of adult and youth education and learners ' 06 was developed a focus group that enabled greater rapprochement and exchange of experiences between students of different age bracket. The analyses obtained through field research revealed relevant aspects about the relationship education/world of work, as well as challenges to implement in practice an sociocultural emancipating curriculum on the scarcity of resources and funding for ADULT and YOUTH EDUCATION, training processes for discontinuity reflection of pedagogical practice with a focus on special features present in the EJA, consolidating the right to stay and to success in school , intensification of actions directed to the world of work, articulation between the EJA and governmental entities, among other challenges singled out in the search. A historical study was done on alcohol and alcoholism, and later the legal framework of the employment contract was analyzed, addressing the main characteristics of the employment relationship, the power of the employer and the extinctive forms of the employment relationship, especially dismissal for just cause because of the habitual drunkenness of the employee. Was approached the classification given by Medicine (through OMS) to the abusive consumption of alcohol and comparatively found how the Law has treated the alcoholism in the work environment. The work was enriched by the opinion survey, conducted through interviews with union officials from five professional categories in the city of Salvador-Bahia, having as main objective to verify the participation / aid of the union to guarantee the necessary assistance to the alcoholic workers of those categories. Collection of secondary data was performed published on DATAPREV website and subsequent analysis, referring to the amount of benefits granted during the years 2008 and 2017 in the form of accidental sickness aid, as a result of the disease identified by CID F 10 (mental and behavioral disorders due to alcohol use). The main objective was to evaluate the perception of the graduates of that course, as to its effectiveness for their citizen and professional development. The theoretical framework of integrated vocational high school, able to carry out the development for citizenship and work was backed by national and international literature, as well as official documents and the recent (2004-2014) legislation of Vocational and Technological Education Policy in Brazil. The methodology was qualitative, exploratory, upon single case study, with documental and content analysis. The study subjects were 64 (sixty four) graduates, over eighteen years who completed the integrated technical course in farming, at Campus IF Baiano / Senhor do Bonfim, Bahia in 2014. As instruments for data collection, the study used official documents of the Federal Institute of Bahia; Two questionnaires, being one open and another mixed, the latter applied via internet. The reality faced by elderly people depends on how old age is treated in each country, from public policies aimed at this population segment to how access to socially produced goods and services occurs. With the new family configurations, the long-term care institution for the elderly (LTCI) has become a space of care to replace family care. The central question of this study was: to what extent has the protection offered to residents of LTCIs been guided by the principles of social protection inscribed in national and international documents aimed at this population segment? It aimed to analyze the non-family housing alternatives for the elderly, the motivations that led elderly people and their families to choose this type of housing, as well as their perceptions of institutionalization. The locus of investigation were three philanthropic institutions in the city of Salvador, located in different areas of the city (Centro, Brotas, and Itapagipe Peninsula); as for the identification of the institution, the mapping of the LTCIs operating in the city was carried out. The historical-dialectic method was used. Qualitatively, we approach the theme in the view of the complexity paradigm and of the multi-referentiality, using Morin’s Complex Thought framework, as well as Ardoino’s Multi-referentiality and Macedo’s Curriculum Etnoconstitutive Theory. This research is a multicase study conducted in Universidade do Estado da Bahia – it offers Pedagogy Degrees in classroom mode, in fourteen different departments – teaching professionals to act in the basic education in the capital and in the countryside of Bahia. From the initial of information collection (document analysis of Political Pedagogic Projects of the Courses), the operation of three curriculum propositions was patent in 14 campi: 12 operated Campus A’s curriculum, 01 operate Campus B’s curriculum and 01 Campus C’s curriculum. Analyzing these curriculum propositions (all of them mentioned educational and school management), we elected Campus A’s curriculum (which is implemented in 12 different campi) as empirical field for the application of the data collection instruments. The subjects who participated in the research were teachers, Collegiate coordinators, Core Structuring Teachers, senior students and alumni. As for the qualitative data analysis, it was conducted through dialogue with the scholars of complexity/multi-referentiality. We aimed for the creation of a critical-comprehensive thought regarding the education and training model(s), which was elucidated in the field research and used Macedo’s Contrastive Etnoresearch framework. In the empirical field, it was shown that the training to work in school management has different theoretical-practical approaches in UNEB’s context. The singularities show that, in one campus context, there are coordinations between management contents and skills that are experienced through different practices, including internships. In two other campi, the curriculum acts for the managing training point to a scenery of minimization of timespan and place destined to learning-knowledge with educational and school management. In such sceneries, coordinations are shattered. We propose the creation of training widgets that, in the process of a pedagogue’s initial education provide knowledge coordination in educational and school management with the training institutions: Basic School and University.Item Heresia à clínica: um ensaio sobre a crise das classificações psiquiátricas(Universidade Católica do Salvador, 2019-09-27) Barbosa, Milena Rocha Nadier; Pitta, Ana Maria Fernandes; http://lattes.cnpq.br/; Coutinho, Denise Maria Barreto; http://lattes.cnpq.br/; Silva, Antônio Carlos da; http://lattes.cnpq.br/In 2013, the publication of the fifth edition of the Diagnostic and Statistical Manual of Mental Disorders, DSM-5, triggered a crisis on psychiatric classifications. At the academic field, and on social and class movements, the quantitative increase in the DSM classification categories, throughout its editions, was cited as a tendency towards pathologization, as opposed to the ethical clinic of psychoanalyses, psychology or enlightened psychiatry. However, some scholars of this field have pointed out similarities between this instrument and the procedure of the clinic in general, an element that suggested the need of a broader analysis. On this research, I proposed to extend the critic and analyze the role of contemporary clinic as a strategy that could contribute to the medicalization of life and therefore to biopolitics. Taking the essay as a form, I sought to understand the structure of the main critics towards the DSM, to revise the notion of contemporary clinic from its birth in the 18th century, and to compare the clinical function, strategies and impacts to the ones regarding the DSM. The findings revealed that the clinic could only be borne at this period on history, when materialization and ontologization of the disease were made possible by a discursive blow of applying taxonomy to the classification of pathologies. On the other hand, the guarantee of its permanence through the years resided on the its capacity to function as a political instrument that enables the creation and support of the institution: health. A role that was played through spectacularization of suffering promoted on patient presentations and praxis pedagogy, which consolidated its semblance of guardian of the diagnostic truth by the classification capable of replication and prediction. An image that enabled a reconfiguration of its field to areas beyond the hospitals. On the assumption of knowing about the truth of health and disease, and the normal and the abnormal, the clinic could function as the foundation upon which the medicalization of existence was organized in the face of epidemics and the need for creation and accumulation of workforce on capitalism. At the end of the research, I observed the confirmation of a certain adequacy on the usage of term “clinic” to adjective these psychiatric manuals. I then concluded that the post-DSM-5 crisis is rather a crisis of the clinic itself, on this same contemporary clinic that was organized as an auxiliary strategy to the medicalization of life and, consequently, to biopolitics. I also point out that part of the power related to this instrument is granted by the affinity between how the clinic and the capitalist system operates in the current context. Finally, on the one hand, I end up recognizing the medical value of an universal clinic, and on the other, I point out the importance of an ethically oriented position that allows some practitioners who are conscious of their act, if they so wish, to able to separate themselves from this practice so that they can, in fact, guide their doing inside out the current politics, that by the inside out the biopolitics.
