In 2013, Salvador Local Government (SLG), by means of its Department of Public Order (DPO), proposed the rearrangement of street vendors in downtown. This study aims to analyze the effectiveness of IME policy within the scope of the rearrangement policy of street vendors on Sete de Setembro Avenue area in downtown Salvador, Bahia. It intends to find out whether the formalization into legal entities brought beneficial financial results to the street entrepreneurs. It was also investigated if the new arrangement of the street vendors´ stalls on such area was beneficial to their working conditions and if it met their wishes and aims. The overall matter discussed is whether IME policy is effective in reducing social class differences or whether it is just one more policy which aims political finalities. Qualitative and quantitative approaches to research were used. Bibliographical and documental searches were carried out. Questionnaires and interviews were administered to street vendors on Sete de Setembro Avenue area who decided to become IME, and a case study was developed out of the collected information. The documental search encompassed the decisions and actions of Brazilian public policies for stimulating income and job growth, between 1995 and 2015. Interviews were conducted with representatives of public agencies involved in the municipal program of localization and in the federal program of legalization of street entrepreneurs on Sete de Setembro Avenue. The results showed that most of the street entrepreneurs indeed opted for formalizing into legal entities, but they were not aware of the legal consequences of it. Besides, their financial expectations were not met as they had wished and aimed. Regarding the rearrangement led by the local government, it became clear that street vendors who remained at the same places they were before such alteration expressed satisfaction. For this, we used descriptive research, through analytical-interpretive-deductive method, using standardized techniques in data collection, such as interviews with institutions, associations, departments of the municipal government, real estate agents, residents and park users, and systematic observation site, as well as cartographic and statistical surveys. Thus, we observe, record, analyze, classify, and interpret the data collected. The goal of this research is whether there was a direct or indirect influence of Parque da Cidade urban transformations of that district from 2007 to 2014. Results showed that joining factors such as allotments, the deployment of the Centro Industrial Subaé (CIS) the deployment of Parque da Cidade and the Programa Minha Casa Minha Vida (PMCMV) led an urban and commercial development in the neighborhood Tomba as the surrounding neighborhoods and the Aviário and the Subaé. It was concluded that the Parque da Cidade came from an independent urban design master plan of the city and the local society gave him most representative interpretations in terms of elements and references, transforming the space into a public space with determinant for local ownership. This trend of urban-industrial homogenization transformed the territorial dynamics of Dias d'Ávila. The territory of Dias d'Ávila, located in the best aquifer of the Recôncavo Baiano, had its identity centralized in its waters and the economic activities linked to this centrality. In the process of acceleration of growth with the implementation of a growth pole in Bahia, the Complexo Petroquímico of Camaçari (COPEC), the territorial identity of Dias d'Ávila was deconstructed. After 39 years of implementation, COPEC, since 2000, started to have a more diversified pattern, being called the Polo Industrial of Camaçari (PIC), but Dias d'Ávila still has challenges to be faced. The methodology basis was inductive with documental, bibliographical and field research. The main goal of the research was to categorize Salvador’s urban inner space from the analysis of the relations among the several different neighborhoods over the city through the lotto gambling. The different types of games are: Numbers Forecast (Mega Sena, Lotomania, Quina and Dupla Sena), Tickets (Instantânea and Federal) and Sports Forecast (Loteca and Lotogol). These different types of games enabled the analysis of the different kinds of people profiles that are attracted do these games. With these elements at hand, some of Salvador’s territory characteristics were described answering the research’s main questioning: the lotto gambling in the different neighborhoods of Salvador may or may not help to draw the territorial dynamics and the territoriality of Salvador? The theoretical basis and the field work had its development mainly from the researches of Walter Christaller, with these concepts: territory, territory dynamics’ relations and urban center. At the end was seen the lotto gambling spots identified, map and classified by neighborhood e by the type of game in four categories: the 25% most visited, the ones with 25% to 50%, the responsible for 50% a 75% of visits and the ones with 75% to 100% of visits. From the 25% most visited to the last (75% to 100%) it is possible to see a decay of centrality in the neighborhoods and also a decay of importance in the population of Salvador. That shows the hierarchy of neighborhoods in the city and also the dependency of one another in their relations. Nowadays, one of the main classification vectors about the way of consuming products and services has been the concern about environmental preservation. In this context, the State plays a leading role considering, from a side, its capability of consuming and, from other side, its responsibility about the environmental preservation. The concern of “sustainable development“ requires change in the way of interpretation about the existing legislation, especially on the one related to the governmental purchases, in order to insert criteria that reward public suppliers committed to the environmental preservation. This study puts itself in the context of concern about the way State consumes products and services. And also, this study aims to verify if the actual legislation, related to public bidding, authorizes the inclusion of criteria based on respect, preservation and environment recovery in governmental purchases, and how can it compromise the State with such goals. This is a matter of verifying, for example, if could exist any legal restriction on the inclusion of Publication rules that establish distinctions between suppliers while taking into consideration the products’ life-cycles, or their discard handling. This is also a matter of verifying, if according to the actual legislation, it is possible to attribute civil responsibility to State in cases of no inclusion on public notices of bidding about the concern of sustainability. Its spatial and temporal clipping, respectively (Suburban Railway) neighborhood Perivale, and the period 1989-2013, which covers the beginning of the drainage works and the Rio Paraguari the recent drafting of the Municipal Sanitation Plan (PMSB). The methodology consisted of quantitative and qualitative research through in the first case, the survey of public investments by the Municipality of Salvador / BA, the respective municipal administrations in respect of works macrodrainage in the Suburbs Railway and in other areas of the city. In the second case, the qualitative research covered, at first, about the analysis of local community participation in the implementation of the drainage of the Rio Paraguari in the 1980s and 1990s, the process and the second time, the formalization of current demands in PMSB. As a result it follows that, despite public investments, fell short of these demands. Regarding participation, has been the first time the performance of the Association of Residents of Paraguari as an important agent in the implementation of public policies. On the second point, however, regarding the development of the Municipal Plan for Urban Drainage Salvador / BA, register the distance of the community Paraguari its initial political context. In this sense, it can be concluded that the district Perivale occupies a privileged position not in the context of the city, witnessed by the lack of basic services, particularly with regard to drainage resulting from the shortage of municipal investments, compared to other districts of average and high-income city, resulting in a condition of social exclusion, requiring a greater contribution of public investment, with a view to his rise to an urban structure, with the provision of infrastructure and services, and the reduction of social inequality.Item São Francisco do Conde e o enigma da riqueza e pobreza no Recôncavo baiano(Universidade Catolica de Salvador, 2011-03-24) Santana, Jaciara de; Silva, Sylvio Carlos Bandeira de Mello e; http://lattes.cnpq.br/3258014819117619; Castro, Mary Garcia; Carvalho, Silvana Sá deThis dissertation is on a quest for understanding the enigma of poverty versus wealth in areas of high economic dynamism of Bahia, namely the Reconcavo and the Metropolitan Region of Salvador. In this context, it was proposed to analyze the socio-economic transformations that occurred in the territory of São Francisco do Conde due to the deployment of Petrobras (RLAN-Landulpho Alves) and how it is reflected in discussions about wealth and poverty in the municipality in period 1950 to 2010. It started from the assumption that development results from social forms of territorial organization, for this reason the analysis focused on the complexities introduced in the territorial oil, a local municipality with a potential wealth (oil) and living with low social indicators in relation to other municipalities with lower revenues. A case study was chosen as a methodology that consists of a thorough and exhaustive study of one or a few objects in a way that allows its broad and detailed knowledge. For data analysis was necessary to associate them with researched information with government agencies and the local population, observation visits, interviews and questionnaires with the social, economic and institutional. Oil activity developed within Franciscan generates wealth and income, but does not guarantee jobs for residents, it is necessary to demystify the idea of growth associated with large enterprises as well as exclusive agents of development, they increase economic indicators, however do not reflect development with clarity. Thus what we tried to demonstrate in this study is that there is a relationship between wealth and social development site and it follows that, although San Francisco do Conde comprehensive financial resources available, the demonstrated incapacity associated with administrative institutional disarticulation of local social agents , whose logic favors those who do not need, just favoring clientelism and paternal ism. At the same time, the management of this wealth has been an impediment to São Francisco do Conde is a rich city and its people enjoy equally the territorialization of wealth as a promoter of social development. For this, he parted from the premise that democratic participation has always been directly linked to territorial perspective and that it takes for it to happen whenever there is a reference territory. In the contemporary moment, when many paradigms begin to be replaced and most of the links to be through virtual environments of cyberspace, it is possible to think that traditional concepts need to begin to be adapted. Based on this perspective, is that it proposes the concept of ciberterritório, as being the product of relations obtained from the hybridity of the physical spaces and virtual interface with digital technologies, which, while fostering an architecture of participation, not seen at any other stage history, may be allowing the extension of democratic participation, enhancing spaces of citizenship and increasing the possibility of political articulation through cyberspace. This process is conceptualized here as cyberdemocracy. We sought to evaluate the territoriality which is the RAPS Alagoinhas-BA, studying it as a concrete action that could serve as an evaluation tool of network dynamics with interdisciplinary vision and territorial approach for more effective professional performance. In this context, it aimed to fulfil the goal of analysing the territorial dynamic of the development of the town of Maragojipe from the touristic aspect, in the period from 1990 to 2008. Starting from the point that the development results from the socio-territorial organization ways, and for that reason the analysis was focused in the singularity of both the instituted and instituting relations of the local touristic territorialization, considering as temporal mark the nineties decade, when due to the decrease of the tobacco industry, which was so far the socio-economic basis of the town, Maragojipe started to bid institutional development efforts towards the touristic activity. To the analysis it was necessary to associate data and information collected from governmental offices and tourists to those from observation visits, interviews performance and questionnaires applied to social, economical and agents. The choice of this empirical reality is based in the acknowledge that the study of the town, besides allowing the identification of determinant singularities to the touristic territorialization and of the development, almost always absent from the problematization and generic solutions when dealing with the issue, creates opportunity to overcome the traditional focus centered in the analysis of tourism as only traveling situations, considering the disregard of the processes and contents which constitute the tourism as a complex socio-spatial phenomenon, territories manager. Its a search that covers Monte Gordo District, Camaçari County, Northern Coast of Bahia - which aims to highlight the presence of this pathology, relating to the environmental destruction, due to urban sprawl in the locality concerned. Based on the index of the evolution of LV, obtained through the government database and 200 sample questionnaires collected from the local community, research tables and charts were created to more effectively visualize the situation that the region is facing. The research tables and charts will indicate the utilization of Geoprocessing tools intended to present the reality of this disease within the territorial space in question. Based on the results found, solutions were presented in order to improve the quality of life of the local community.
