Abstract

The accelerated aging process of the world population, especially the Brazilian population - marked by great social inequalities - brings with it social, political and economic implications, requiring legal determinations and public policies capable of providing this process of aging of dignity and respect. The aim of this dissertation is to analyze the evolution of legal treatment for the elderly in Brazil, as well as public health policies aimed specifically at this segment of the population, bringing their main advances and limitations. In order to do so, it will be used as a guiding question, in what way the State and Brazilian society act in the face of the aging of its population, and to what extent the non-effectiveness of existing policies prevents them from making it possible to live and grow old with quality. It is a descriptive and explanatory research, having as technical procedures the bibliographical survey and the documentary research. Initially, consideration will be given to the phenomenon of population aging at a global level, with a special focus on demographic evolution in Brazil, understanding how this process happens and how the problem of old age appears as a social issue. It will be traced, then, the new Brazilian population profile, with its main socio-demographic aspects. Next, the research will focus on the development of the aging theme in the international agenda of public policies and how the placement of old age in the main international debates on social issues has influenced the policies and programs directed to the elderly population in our country. The main legal and regulatory frameworks will also be addressed, at which time the emergence and consolidation of the rights of the elderly in Brazil will be analyzed, as well as their approach in the Brazilian public health policy agenda.
