Abstract
Marked by deep social, gender and racial inequalities with roots since the colonial period, in 2003 the country started implementing policies for women, with the aim of combating gender inequalities. On the other hand, women's participation in the public sphere, especially in social movements and instances of power, has increased it, then, their power of mobilization and collective force. The Feminisms are on the forefront, with the emergence of diverse approaches and forms of organization and engagement of women of the most diverse movements. Black Women, fats, indigenous, elderlies, lesbians, women with disabilities, urban, rural and from the peripheries raise their voices denouncing the violence suffered in the most varied dimensions. Collectively, they mobilize and demand of the powers that be a position for the elimination of the barriers created by the gender and racial’s subordination, and the confrontation to the inequalities. The public policies are the means used by the State to respond to such demands. This research focuses on the process of institutionalizing these policies, considering the social and political context, as well as the measures in which the policies developed respond to the needs of women.
