The research was guided by Federal Law 10,098 / 00, which regulates basic criteria for the promotion of accessibility of People with Disabilities in public places, as well as by ABNT NBR 9050/15, which stipulates the technical conditions under which these leisure projects should be designed. Through a critical-theoretical discussion resulting from bibliographical and documentary researches and also collected in the field through photographs, questionnaire application and systematic observation using field diary, metric tape and semi-structured script, the approach of this investigation highlighted the importance of public spaces for sports leisure for people with physical and visual disabilities, as well as the current accessibility conditions found in public squares and parks in different neighborhoods of the city. At the end of this research, it was possible to observe that, by projectual and administrative matters the squares and leisure parks of the city present several architectural and urban limitations that make them incapable of attending in a safe, comfortable and autonomous way the needs of direction, displacement and communication of people with physical and visual disabilities.Item As condições de trabalho dos médicos no serviço público do Estado da Bahia(Universidade Católica do Salvador, 2016-06-26) Rodrigues, Joana Rêgo Silva; Borges, Ângela Maria Carvalho; http://lattes.cnpq.br/3901192008840816; Pitta, Ana Maria Fernandes; Pinto, Isabela Cardoso de MatosThis research studied the working conditions of doctors who work in the public service of the State of Bahia, in the perspective of analysis in the empirical framework of the more general scenario of social labor precariousness that affects the medical category. The study aimed to describe and analyze the working conditions of doctors who work in state health institutions in the metropolitan region of Salvador, seeking to put in evidence and understand to what extent they make up one of the dimensions of that precariousness. Methodologically, this dissertation was divided into two stages; the first, preceded the quantitative analysis of the working conditions that doctors allocated in the public health service face, bound directly to Bahia State’s Health Secretariat (SESAB), from a statistical analysis of secondary data obtained through constant research questionnaire "Profile of morbidity and factors underlying medical license of civil servants from the Health’s Secretary of the State of Bahia", funded by the Support Research Foundation of Bahia State - FAPESB and made by the staff of the Public Health Institute - ISC from Federal University of Bahia, in 2013. The second stage consisted in a qualitative research, where, through semi-structured interviews conducted in the first half of 2006, we sought to investigate the subjective perception of doctors who also work in the public service of the State, regardless the type of contract, on their working conditions. At this stage, it sought to further understand the impact of these conditions on personal life and motivation to work of these professionals. The results were also presented separately: the quantitative data have not led to a consistent framework of precarious working conditions, though not negligible part of the sample has highlighted negative aspects about their activity; the analysis carried out from the perspective of the subjects involved, effectively highlighted the precarious working conditions, translated empirically by: disabilities in the labor physical environment, work overload, decreased degree of autonomy, problems in interpersonal relationships and violence in the professional-patient relationship, in addition to professional wear. The diagnosis of working conditions offers contributions in order to build strategies to face this problem, which to some extent, also impacts the performance of the of public health services.Item Os efeitos da EBSERH na gestão dos recursos humanos dos Hospitais Universitários Federais(Universidade Católica do Salvador, 2019-04-26) Pinheiro, Karina de Farias; Borges, Ângela Maria Carvalho; http://lattes.cnpq.br/3901192008840816; Pinto, Isabela Cardoso de Matos; Freitas, Kátia Siqueira deThe research proposed to analyse the effects on resource management of the Federal University Hospitals that joined the Company Brazilian Hospital Services, thus identifying if the multiplicity of Contractual links, RJU and CLT, interfered in personnel management and if EBSERH overcame the workforce deficit, as well as replacing the outsourced workers thru Foundations of Support. Since the creation of the Company was based on the justification of the need to restructure and modernize the Federal University Hospitals, and mainly to recompose the work force, illegal at the time. Because of that, the Systematic Review of Literature on the theme EBSERH was created focusing on human resources management. The dissertations that were chosen were the ones of the database of the Digital Library of Theses and Dissertations - BDTD / CAPES published between the periods of 2014 to 2018. As a result, the analysis of the selected studies showed that the presence of EBSERH in Federal University Hospitals generated effects for the management of human resources, such as: (a) EBSERH made new hires, but the restructuring of the force of work was partially done and there was no full replacement of outsourced workers in most institutions. (b) The presence of contractual hybridity - CLT / EBSERH and RJU, became a limiting factor of management, since it flexibilized labor relations and legal-labor rights, such as the possibility of unilateral contractual rescission of EBSERH employees, generating conflicts between peers. The neoliberal state reform was guided by the rule of subjection to command logic fiscal adjustment, privatization and deregulation. The managerial public administration model transplanted the rationality of business for the public sector. In this context, the study aims at analyzing the process of labor inspection in Healthcare sector and the way interventive actions have been developed. Because to the magnitude of the phenomenon, the research required to examine the process of implementation of administrative reform and its effect on the action of the Labour Inspection. from the available historical data and, to investigate the evolution of the modus operandi, the amplitude and profile of the intervention of the work fiscal in the Service of Health and to collect data and evidence as to the reach of this fiscal intervention. The methodological approach included the classification and definition of the professional categories of the Health Sector and the selection of sources, variables and indicators of the characteristics of the labor market Health and profile and scope of labor inspection. For the contextualization of Health sector, the sources used were the National Register of Health Care of the Ministry of Health (CNES / MS), the Central Register of Enterprises (CEMPRE / IBGE), the National Household Sample Survey (PNAD / IBGE) and the Survey of Medical-Sanitary (AMS / IBGE) and the analysis of the fiscal aspects were collected and systematized data of the Federal Labour Inspection System (SFIT). The research confirms the main hypothesis, verifying that there was a narrowing of focus tax revenue collection with strong character rather than dimensions such as working hours, safety and health, presenting greater degree in Health Service. It was evidenced that the Administrative Reform has turned out flexible and less punitive the Labour Inspecton, causing loss of institutional credibility, stimulating feeling of impunity and postures of resistance by companies because the reduced probability of catching violations and the low cost of labor fines. The study also provides evidence that the break with the performance measurement systems linked to the remuneration of labor inspectors appears to started a process of reversing the effects of managerial public administration model, pointing out the need for further research to investigate the evolution of the transition model management to a new administration policy of the Labour Inspecion and answers to questions concerning the construction and adaptation of indicators for monitoring and evaluating the inspection effectiveness may contribute to the construction and funding of a new way of acting Labour Inspection in order to promote the law enforcement and the reversion of the precariousness of the labor market.Item Mudanças nas políticas públicas: a perspectiva da teoria do ciclo da política pública.(Universidade Católica do Salvador, 2005-10) Pinto, Isabela Cardoso de Matos; UCSAL, Universidade Católica do SalvadorItem O processo de formulação da política pública em reprodução assistida: o Projeto de Lei Nº 517/2011, no Estado de São Paulo(Universidade Catolica de Salvador, 2013-08-28) Santos, Carolina Orrico; Pinto, Isabela Cardoso de Matos; http://lattes.cnpq.br/2028106055681178; Freitas, Kátia Siqueira de; Portella, André AlvesThe research discusses the process of public policy-making in assisted human reproduction, particularly the Bill of Law nº 517/2011 and its entry into the government agenda of the State of São Paulo, in order to investigate why, how and who gives the process of formulating the "Basic Assistance Program in Human Reproduction" (Bill nº 517/2011) on the government agenda of the State of São Paulo. Specifically, we sought also to identify the problem that justifies the policy formulation assistance in assisted human reproduction in the public health system of the State of São Paulo the light of the theoretical model of public policy Kingdon; lift and systematize existing documents on proposals / alternatives for assistance in assisted human reproduction in the public health system of the State of São Paulo; map the actors / participants in the formulation of public policy on assisted human reproduction in the government agenda of the State of São Paulo. Thus, this study aims to broaden the understanding of social rights, namely: the right to health and the right to sexual and reproductive Light Family Planning Law, in order that the economically less privileged can enjoy these rights sometimes hampered by neoliberal and capitalist economic system. Rights which help in building a State of Social Welfare, in which citizenship can be exercised so salutary to human dignity. In this sense, the methodology adopted was a qualitative study with literature review, documentary analysis and design of the case study, which used as a tool for data collection interview to seek the perception of the actors involved in the process of policy formulation above, with the theoretical model of public policies Kingdon. The case studied was the Draft Law nº 517/2011, establishing the "Basic Assistance Program in Human Reproduction," the Legislature of the State of São Paulo. The data showed that, in Brazil, the public policy discussed herein is scarce reflecting, as the access to a class less favored. Thus, it is clear the need for the participation of the state through the actions made by the Unified Health System (SUS) or the Public-Private Partnerships (PPP). It is noteworthy, however, that the budget issues for achieving policy assisted reproduction represent impediments to its implementation due to limited government resources, given that even the budget forecast is still insufficient. Furthermore, attention should be paid to the speech of the benefit of privatization in those services constitutionally guaranteed to the population as a whole, since the absence of well-defined rules may favor the deviation of the real objectives of the policy not serving as the public for which it is intended.Item Programa de iniciação à pesquisa científica e contribuições para a formação do estudante de graduação e a consolidação da pesquisa na Universidade Católica do Salvador(Universidade Católica do Salvador, 2018-07-30) Fabris, Lucinara Santos; Freitas, Kátia Siqueira de; http://lattes.cnpq.br/1543244612205119; Pinto, Isabela Cardoso de Matos; Carvalho, Inaiá Maria Moreira deThis study aims to study the initiation program for scientific research and contributions to undergraduate student training and the consolidation of research at the Catholic University of Salvador - UCSAL, focusing on the academic and scientific contributions of the Institutional Scholarship Program of Scientific Initiation - PIBIC for undergraduate scholarship students and for the consolidation of research and research groups in undergraduate and postgraduate studies at UCSAL. The research methodology used an explanatory and descriptive qualitative approach. The study comprised: a) bibliographic review; b) analysis of official documents of CNPq, FAPESB and UCSAL; c) observation of PIBIC scholarship students in CI activities and seminars held at UCSAL in 2016, at the Federation campus, and 2017, at the Pituaçu campus; d) participation of the researcher in the writing workshops, aimed at PIBIC grantees. The data collection instruments used were: two online questionnaires, composed of 24 questions for the scholarship students and 16 questions for the guiding teachers. The questions were, distributed between closed and open questions, all developed and applied with the google doc form. The data collected were analyzed according to Ludke (1986), through four main categories: 1) profile of the respondents; 2) scope of CI activity and expectations of future trajectories; 3) contributions of the CI activity to the PIBIC student stock; 4) contributions of IC activities to the consolidation of research and research groups in undergraduate and postgraduate studies at UCSAL. The subjects that participated in the research were: a) the PIBIC scholarship students of UCSAL who were part of the program between the years of 2015.2 to 2018.1; b) the current teachers guiding the GDPIC in the same period; c) and PIBIC commission members in the same period and administrative technical official. The main findings were: Both PIBC students and guiding teachers recognize the contribution and relevance of PIBIC in undergraduate education; another important point pointed out by the respondents was the importance of participating in IC seminars promoted annually by UCSAL; the participation of PIBIC students in national and international congresses, because for them it is an important moment when the results of their research are socialized and publicized; the participation of PIBIC in research groups, at this time PIBIC scholarship student can interact with professors researchers, masters and doctoral students. The Timor-Leste, with eleven-year process of regulatory autonomy, this scenario provides a number of contemporary reports. Aggregates problematic levels of initial development and at the same time comes under the aegis of crisis and questions relating to social protection and the roles of state and family, directly implicated in this dynamic. To this end, the study is conducted in three stages of study with additional levels and a growing closeness with the object. The first article, an investigation that focuses on the epistemological configuration of the conceptual elements: family, disabled body and nation East Timor. The second article enables discussion on the paradigm of Human Rights and Social Protection, presented in two aspects: one refers to the tension related to social protection strategies for primary and legitimized by international polls, the other refers to a constitutional analysis on the topic of people with disabilities and the impacts on their family. The third and final article examines the early stages of social policy as an institutionalized form of social protection. It analyzes the content of interviews with managers, with an emphasis in health and social care, and makes observations afforded by the immersion process in these fields and at home. We conclude that the impact of disability on the person and his family suffer interference from the circumstances that brought about the disability context and space. Contributes to the debate on the social model, the relative impact of the body with injury of the individual and his family and the differential that gives rise to social protection.
