Os efeitos da EBSERH na gestão dos recursos humanos dos Hospitais Universitários Federais

Abstract
The research proposed to analyse the effects on resource management of the Federal University Hospitals that joined the Company Brazilian Hospital Services, thus identifying if the multiplicity of Contractual links, RJU and CLT, interfered in personnel management and if EBSERH overcame the workforce deficit, as well as replacing the outsourced workers thru Foundations of Support. Since the creation of the Company was based on the justification of the need to restructure and modernize the Federal University Hospitals, and mainly to recompose the work force, illegal at the time. Because of that, the Systematic Review of Literature on the theme EBSERH was created focusing on human resources management. The dissertations that were chosen were the ones of the database of the Digital Library of Theses and Dissertations - BDTD / CAPES published between the periods of 2014 to 2018. As a result, the analysis of the selected studies showed that the presence of EBSERH in Federal University Hospitals generated effects for the management of human resources, such as: (a) EBSERH made new hires, but the restructuring of the force of work was partially done and there was no full replacement of outsourced workers in most institutions. (b) The presence of contractual hybridity - CLT / EBSERH and RJU, became a limiting factor of management, since it flexibilized labor relations and legal-labor rights, such as the possibility of unilateral contractual rescission of EBSERH employees, generating conflicts between peers. (c) And the presence of adverse work conditions such as incipient and deficit communication; fragmentation and fragilization of the working class and the presence of a hostile work environment resulted in the construction of an individualized and selfish worker, causing withdrawals, disconnections and even the sickness of some workers.
