Abstract
This dissertation is about an investigation of what is the reality and contradictions of the implementation and operationalization of the PARFOR PRESENCIAL in the state of Bahia. It is a research developed at the Graduate Program in Social Policies and Citizenship, produced based on the Research Field – Social Rights and New Rights, Building of Individuals and Citizenship. It brings up as a central question: In which reality and contradictions are the implementation and operationalization of the National Policy of Formation of Basic Education Teaching Professionals developed – the PARFOR
PRESENCIAL of the State of Bahia, considering an analysis of the stricto sensu knowledge production balance, performed in the period between 2013 and 2019. The most general objective is to analyze the reality of the implementation and operationalization of the National Plan of Basic Education Teachers’ Formation – PARFOR PRESENCIAL in the State of Bahia to acknowledge the contradictions of the public policies in the field of teachers’
education. It brings up as anhypotheses the proposition that the reality of the stricto sensu knowledge production balance about the implementation and operationalization of the PARFOR PRESENCIAL in the State of Bahia, points to the existence of contradictions which promote limits and challenges to be surpassed, although there is a legislation of support and guidelines to attend the processes of implementation and operationalization of this policy and
there is no consistent evaluation and diagnoses which effectively make the quality of this proposition possible; the objective conditions given to the teachers for participation is compromised by the absence of agreements made by the confederate entities’ representatives of Union, State and Cities of the State of Bahia. The research is based on documents with the application of content analysis about the legal framework of the PARFOR PRESENCIAL and
about 15 stricto sensu productions, following references of analysis presented by Bardin (2011). The theoretical-methodological path developed three general movements, considering: the bibliographic review with systematization of records in previous studies; the performing of research based on documents with the balance of the stricto sensu production from fifteen thesis and dissertations, which deal with the implementation and operationalization of the PARFOR PRESENCIAL in the State of Bahia, considering the period between 2013 and 2019 and the analysis of the legal framework content of this policy
and of the stricto sensu production. The results of the research point to limits and challenges in the processof implementation and operationalization of the PARFOR PRESENCIAL in Bahia, that even having a broad legislation in support of teachers on the process of education,
these have lost their rights to access this program in its totality, what keeps bringing limits
and compromising the quality of the education.
