O povo ao poder: reconhecendo o potencial do desenvolvimento socioambiental através da participação popular no Município de São Felipe - Ba

Recognizing that each person has a great knowledge of the environment and that the
power to participate in the decisions that affect the possibilities of projects and
planning are built for each society, based on their demands and realities, thus
meeting the popular demands. It demonstrates possibilities for ways to make feasible
the strengthening of popular participation and, thus, promote socio-environmental
development from the local level through creative and peculiar solutions to combat a
serious environmental crisis, as in Agenda 2030, the latest to global first model for
development, said sustainable. The opportunities for the socio-environmental
development of São Felipe-BA were examined through the strengthening of the
participation of research on municipal environmental policies. A publication on the
approach of the mechanisms of popular participation in the environmental policies of
the municipality; with an implementation of Agenda 2030 at the local level; and
indicated opportunities for expansion of popular participation to promote social and
environmental development. The methodology used consisted of searches on the
websites of the UN, IBGE, the National Confederation of Municipalities, the official
website of the city hall and local news sites that could contribute documents and
information about the municipality from a socio-environmental perspective, Agenda
2030 and participation. popular, as well as field research with unstructured
participation. The results pointed to the need to adapt the goals and indicators of
Agenda 2030 to the reality of São Felipe and demonstrated that a popular
participation is still associated with issues of absence or low participation. It is
recommended to increase popular participation, especially from the promotion of
citizen education and a culture of participation that takes into account the knowledge
of the communities involved.
Reconhecer que cada pessoa tem grande conhecimento do ambiente em que vive e
garantir o poder de participar das decisões que lhe afetam possibilita que os projetos
e planejamentos sejam construídos por cada sociedade, a partir de suas demandas
e realidades, atendendo, assim, às demandas populares. Demonstram-se
possibilidades de caminhos para viabilizar o fortalecimento da participação popular
e, assim, promover o desenvolvimento socioambiental a partir do nível local a partir
de soluções criativas e peculiares para combater a grave crise ambiental instaurada,
como propõe a Agenda 2030, o mais recente compromisso global para um novo
modelo de desenvolvimento, dito sustentável. Examinaram-se oportunidades para
fomentar o desenvolvimento socioambiental de São Felipe-BA através do
fortalecimento da participação, partindo da investigação sobre as políticas
ambientais municipais. A pesquisa abordou a compreensão e a configuração dos
mecanismos de participação popular nas políticas ambientais do município; analisou
a aplicabilidade da Agenda 2030 na esfera local e indicou oportunidades de
expansão da participação popular para promoção do desenvolvimento
socioambiental. A metodologia adotada consistiu em buscas nos sites da ONU,
IBGE, Confederação Nacional dos Municípios, site oficial da prefeitura e sites de
notícias locais que pudessem contribuir com documentos e informações sobre o
município sob a perspectiva do desenvolvimento socioambiental, da Agenda 2030 e
da participação popular, além de pesquisa de campo com entrevistas não
estruturadas. Os resultados apontaram para a necessidade de adaptação das metas
e indicadores da Agenda 2030 à realidade de São Felipe, e demonstraram que a
participação popular ainda se encontra associada a níveis de nenhuma ou baixa
participação. Recomenda-se a ampliação da participação popular, especialmente a
partir do fomento da educação cidadã e de uma cultura de participação que leve em
conta os saberes das comunidades envolvidas.
