Os reflexos da crise e seus impactos na consolidação das políticas públicas no Brasil: uma análise a partir dos planos de governo (2006-2018)

Abstract
The last thirty-two years have been the consolidation of democratic agendas, through
public policies, organization of institutions and review of legal frameworks since the
promulgation of the 1988 Federal Constitution. In this scenario, many advances and
setbacks have been experienced from this form of government. Aiming to analyze how
the political-social structure has triggered the absence of perspective in the realization of
social justice, which, in turn, reverberate negatively in public policies at national level,
acting in the maintenance of the structures of multiple social inequalities through different
mechanisms, be they legal or not carried out by those who have a relationship with the
management of public money, the law and the means of production in comparison with
the social imaginary about the condition of those who depend on such policies and the
real factors that squander public assets. It is necessary to understand the course and the
current Brazilian political scenario, its advances and setbacks and how the State's crises
have influenced social contours, especially regarding social inequality based on racism
(race / color / and LGBTphobia) and patriarchy / machismo, accentuated by the atrocious
capitalist system that directly interfere in the social, economic structures and in the
political-oligarchic organization. Thus, they served as a basis for the analysis of
government plans, a document responsible for defining the lines of action to be carried
out by candidates / elected representatives, who were defended in the last twelve years
taking into account aspects such as prioritized public policies and its developments during
the public management process. For this reason, the government plans developed by the
presidents Luiz Inácio Lula da Silva (2006); Dilma Vana Rousseff (2010/2014);
including, not plans, but reformulations made by substitute president Michel Temer in the
fulfillment of the post-coup buffer term (2016-2018), arriving at the plan that elected then
president Jair Bolsonaro (2018). The central aspects of the analysis are to understand the
relationship: race, gender, democracy, politics and economics, how public policies are
thought or not within this logic, in addition to understanding the real obstacles
