Da licença ambiental: mobilidade urbana e seus impactos a partir do BRT na cidade do Salvador

The present study aims to address the regulations related to environmental licensing
versus the observance and surveillance of urban mobility and its impacts from the BRT in the city of
Salvador. The city of Salvador, or BRT, will be part of the integration for as the bus and the metro, it
will have the capacity to transport more than 34 thousand people per hour, in times of greater circulation
of people. The vehicles employed by the system will be articulated with a capacity for 170 passengers,
their doors will have a maximum length and compression of 23 meters, with an operating speed of 25
to 40 km/h, effectively amortizing the time not to pass the journey per day. Methodologically, the work
consists of the analytical description of the context in which they will develop from urban mobility and
its impacts from BRT in the city of Salvador. The environmental impact caused by the construction of
the BRT has been given more attention in the adoption of sustainability strategies in recent years.
However, the matter has been addressed little by no means academically, there is a gap in the application
of two principles of sustainability and the inexigibility of the environmental license in the face of urban
mobility and its impacts.
O presente estudo tem como objetivo abordar as normas relativas à licença ambiental frente
à observância e vigilância da mobilidade urbana e seus impactos a partir do BRT na cidade do Salvador.
A cidade de Salvador, o BRT, fará parte da integração para com o ônibus e o metrô, terá capacidade de
transportar mais de 34 mil pessoas por hora, em horários de maior circulação de pessoas. Os veículos
empregados pelo sistema serão articulados com capacidade para 170 passageiros, as portas terão uma
largura e comprimento máximo de 23 metros, com uma velocidade operante será de 25 a 40 km/h,
amortizando efetivamente o tempo no transcorrer do percurso por dia. Metodologicamente o trabalho
consiste na descrição analítica do contexto em que se desenvolveram a partir da mobilidade urbana e
seus impactos a partir do BRT na cidade do Salvador. O impacto ambiental causado pela construção do
BRT tem levado a uma maior atenção na adoção de estratégias de sustentabilidade nos últimos anos.
Embora o assunto já seja ainda pouco abordado no meio acadêmico, há uma lacuna na aplicação dos
princípios da sustentabilidade e da inexigibilidade da licença ambiental frente à mobilidade urbana e
seus impactos.
