This research brings an approach to the promotion of the rights of children and
adolescents, through the effective recognition of paternity and the restoration of the
family bond. From the experience lived in the field of mandatory supervised
internship in Social Service, in the Nucleus of Promotion of Responsible Parenthood
- NUPAR of the Public Ministry of the State of Bahia, active organ in the socio-
juridical field. The aim was to evaluate the effectiveness of the acknowledgements of
paternity regarding the restoration of the family bond, aiming at the promotion and
expansion of the rights of children and adolescents. In addition, the research brings a
contextualization of the transformations that the family and its ties have been going
through over time, highlighting the role of the father in the family context, as well as
children and adolescents, who have become recognized as subjects of rights. It was
also sought to emphasize the work of the Social Service with families in the
protective perspective, articulated to the principle of Sociofamiliar Matricality, and its
activity in the socio-juridic field. The results of this study show that responsible
parenthood begins through civil registration, as this is a possible means of
regularizing the right to affiliation, and can be used to stimulate parents to assume
parenthood even if belatedly, more participatively, aiming at the healthy development
of children and adolescents.
A referida pesquisa traz uma abordagem acerca da promoção dos direitos de
crianças e adolescentes, por meio da efetivação do reconhecimento de paternidade
e do restabelecimento do vínculo familiar. Decorrente da experiência vivida no
campo de estágio supervisionado obrigatório em Serviço Social, no Núcleo de
Promoção da Paternidade Responsável – NUPAR do Ministério Público do Estado
da Bahia, órgão atuante no campo sociojurídico. Procurou-se avaliar a efetividade
dos reconhecimentos de paternidade no que diz respeito ao restabelecimento do
vínculo familiar, visando a promoção e ampliação dos direitos de crianças e
adolescentes. Além disto, a pesquisa traz uma contextualização das transformações
pelas quais a família e seus vínculos vêm passando ao longo dos tempos,
evidenciando o papel do pai no contexto familiar, bem como, as crianças e
adolescentes, que passaram a ser reconhecidos como sujeitos de direitos. Buscou-
se ainda ressaltar o trabalho do Serviço Social com famílias na perspectiva protetiva,
articulada ao princípio da Matricialidade Sociofamiliar, e sua atuação no campo
sociojurídico. Os resultados deste estudo mostram que, a paternidade responsável
começa por meio do registro civil, pois este é um possível meio de regularização do
direito à filiação, podendo ser utilizado para estimular os pais a assumirem a
paternidade mesmo que tardiamente, de forma mais participativa, visando o
desenvolvimento sadio de crianças e adolescentes.
