Abstract
The present work aims to analyze how the State is responsible for pets victims of the crime of abandonment, which are on the streets, demonstrating the relevance of the topic to the community. The work consists of exposing the basic aspects that govern the State, such as constitutional and administrative principles, as well as Administrative Law, Civil Law and Environmental Law.
The importance of respecting animal dignity is raised, observing the evolution of their rights over time and how the perspective and normative interpretation were changed to respect these rights, being essential the preservation of their physical and psychological integrity. For that, a qualitative approach will be used, through literature review and document analysis, such as jurisprudence.
