It is an instrument of state intervention imposed on various productive sectors, while ensuring the preservation, improvement and restoration of environmental quality, through a systematic, periodic and objective of establishing secure strategies to evaluate the company's compliance with respect to the middle environment, enabling compliance, continuous improvement in environmental performance, as well as a firm basis for correcting or minimizing negative environmental impacts. The legal institute integrates the role of the new instruments that seek to ensure the effectiveness of sustainable development. Due to the lack of national standards of the disciplinary matter, we conducted a chronological survey of the existing legal and a comparative analysis of the laws of Brazilian states that have adopted the tool, in order to identify the specifics of the new legal institute. The results indicate that the instrument is in line with the Brazilian legal system for protection of the environment , which were the legal criteria for the State of Bahia can incorporate compulsory environmental audit as an instrument of environmental public policy, with the correction, including some vulnerabilities detected in comparative study.Item Agricultura familiar e as politicas públicas: o desenvolvimento rural em Amargosa/BA(Universidade Catolica de Salvador, 2014-10-15) Souza, Vanuza Silva; Alencar, Cristina Maria Macêdo de; http://buscatextual.cnpq.br/buscatextual/visualizacv.do?id=K4707963E9; Baiardi, Amilcar; Oliveira, Gilca Garcia deThis work analyzes family farming and its insertion in public policies in the period of 2000 till 2014, situated in the city of Amargosa, in the State of Bahia. First, the concepts of family farming are defined as they occur in scientific literature and government communication, as well as the definition of family farm for the municipality. The municipal area is characterized in terms of its location, land ownership as well as agricultural production. Government policies, actions and programs that are directed towards family farms are identified. Furthermore, ways in which the farmers can be accessed and profiled are examined as well as the actual terms of participation and representation of family farms. The descriptive and analytical approach followed in this thesis enables to characterize the agricultural production and its correlation with the prevailing policies in the municipality, in order to obtain a profile of the family farmers. The municipality was chosen because of its rural characteristics that offer great potential for socio-economic development due to its edaphoclimatic conditions and the variety of crops grown. The overall objective of the dissertation seeks to understand if there really is a Local Productive Arrangement (APL) Banana Wenceslas Guimarães. For this, we developed thematic maps, tables and charts, and photographic records and interviews, always with the goal of understanding the dynamics of the productive territory, the central object of study. Through the analysis raised was possible to say that the Lower South Bahia is responsible for significant participation in banana production in the country, especially the variety of Earth-type banana - banana -, and this region, the municipality of Guimarães holds the Wenceslas largest acreage of banana nationwide. However, this city has serious limitations, either by natural physical space, either by its lack of infrastructure dedicated to the cultivation, processing and marketing of bananas. However, even with significant impediments to agricultural development, Wenceslas Guimarães draws attention for its social organization dedicated to man's relationship with the field, making it clear that the small family producer is largely responsible for the prominence of culture researched, even finding limitations in their production capacity and market outlets. This paper aims to evaluate whether the economic development of the LPA is connected with the social development of the Peninsula Itapagipe according to its refurbishment perspective. The methodology used was descriptive and analytical research, through questions and semistructured interviews applied to the main entrepreneurs and the representative groups os the institutions that integrate the arrangement. The city of Cairu, the only archipelago municipality of Brazil, is located on the east coast of Bahia. It has 26 islands, three of which (Tinharé, Boipeba and Cairu) contain 13 localities, among them Gamboa, Garapuá, Moreré and São Sebastião, where the field work was preformed. The survey results confirm the theoretical perspective that the relationship between rural and urban areas shapes the contemporary dynamics of the city, showing the importance of the populations of these places and their ways of living in the municipal context, forming a complex space. In some cases, due to urban and / or environmental damage, the Public Ministry conducts the Terms of Adjustment of Conduct (TAC). In this context, this dissertation aims to evaluate the participation of public and private agents in the process of signing the Terms of Conduct Adjustment (TAC) resulting from the implementation of Shopping Paralela, located at Av. Luis Viana, and its developments related to the right of the city. The methodology of the work, of qualitative character, is based on bibliographic and documentary research (processes and Public Civil Actions) in relation to the TACs of Shopping Paralela, covering analysis of effective compliance, tojudicial implications and developments related to the city. In addition, it covered the realization of semi-structured interviews, with the real estate entrepreneur, responsible for the implementation of the shopping, and with the representative of the Public Ministry of Bahia, in order to better identify the problems that occurred among the managers that resulted in the signing of the TACs. In 2013, Salvador Local Government (SLG), by means of its Department of Public Order (DPO), proposed the rearrangement of street vendors in downtown. This study aims to analyze the effectiveness of IME policy within the scope of the rearrangement policy of street vendors on Sete de Setembro Avenue area in downtown Salvador, Bahia. It intends to find out whether the formalization into legal entities brought beneficial financial results to the street entrepreneurs. It was also investigated if the new arrangement of the street vendors´ stalls on such area was beneficial to their working conditions and if it met their wishes and aims. The overall matter discussed is whether IME policy is effective in reducing social class differences or whether it is just one more policy which aims political finalities. Qualitative and quantitative approaches to research were used. Bibliographical and documental searches were carried out. Questionnaires and interviews were administered to street vendors on Sete de Setembro Avenue area who decided to become IME, and a case study was developed out of the collected information. The documental search encompassed the decisions and actions of Brazilian public policies for stimulating income and job growth, between 1995 and 2015. Interviews were conducted with representatives of public agencies involved in the municipal program of localization and in the federal program of legalization of street entrepreneurs on Sete de Setembro Avenue. The results showed that most of the street entrepreneurs indeed opted for formalizing into legal entities, but they were not aware of the legal consequences of it. Besides, their financial expectations were not met as they had wished and aimed. Regarding the rearrangement led by the local government, it became clear that street vendors who remained at the same places they were before such alteration expressed satisfaction. Working as a nurse working 20 years ago in CEPLAC started to observe the working conditions of these rural workers and complaints they had. Disquieted me know if these complaints were related to the work they performed, with the handling pesticides. Thus, this research has guiding question was the following question: what are the working conditions of rural workers engaged in the cultivation of the cacao? How do these work conditions affect the health of rural workers? The bibliography examined the importance of farmers in land development in Southern Bahia, is rarely recognized at both the historical and the political and social, and ignored as part of the system of agricultural research for development of cocoa farming. In this study we analyzed the working conditions and the impact of pesticide use on farm workers CEPLAC, characterizing the territory of the Research Center CEPLAC - CEPEC by Arnaldo Experimental Station Medeiros and its extension, the PROSEC, described as the work develops rural and under what conditions these locations. It was also described the demographic profile and the living conditions and sanitation of rural workers in crowded CEPLAC ESARM and PROSEC and finally identified the main symptoms that affected and affect these rural workers. Constaou that the working conditions of rural workers were poor during the first growing crops and are still in the post-crisis broom, being proven by pesticide contamination levels of acetylcholinesterase. For this, we used descriptive research, through analytical-interpretive-deductive method, using standardized techniques in data collection, such as interviews with institutions, associations, departments of the municipal government, real estate agents, residents and park users, and systematic observation site, as well as cartographic and statistical surveys. Thus, we observe, record, analyze, classify, and interpret the data collected. The goal of this research is whether there was a direct or indirect influence of Parque da Cidade urban transformations of that district from 2007 to 2014. Results showed that joining factors such as allotments, the deployment of the Centro Industrial Subaé (CIS) the deployment of Parque da Cidade and the Programa Minha Casa Minha Vida (PMCMV) led an urban and commercial development in the neighborhood Tomba as the surrounding neighborhoods and the Aviário and the Subaé. It was concluded that the Parque da Cidade came from an independent urban design master plan of the city and the local society gave him most representative interpretations in terms of elements and references, transforming the space into a public space with determinant for local ownership. For this, emphasis is placed on analysis of social and economic relations in the region and discusses the State role in these relationships. It is understood the State as political and ideological instance, while that was the main inducing agent of capital demands in the territory at that time. Between the late 19th century and early 20th century, the hollow tract of land of Bay of All Saints was marked by a set of social, political and economic issues that have affected, directly or indirectly, the whole set of social relations, of production and consumption, this broad area of Bahia territory. Resulted addition, a conjuncture of crisis in the agricultural economy, which lasted throughout the first decade of the 20th century. Especially during the Bahia government of José Marcelino de Souza from 1904 to 1908. It was noted that the notion of "agricultural crisis" it’s applied especially to sectors involved in the production and export of sugar. In the specific case of San Felipe, located south of that territory, there was an economic structure centered on three basic products: manioc, coffee and sugar and the predominance of the worker in the socioeconomic status of aggregate or tenant. It was noted that the production, distribution and consumption were destined for the local market, supplying the city of Salvador and the Hinterland. This trend of urban-industrial homogenization transformed the territorial dynamics of Dias d'Ávila. The territory of Dias d'Ávila, located in the best aquifer of the Recôncavo Baiano, had its identity centralized in its waters and the economic activities linked to this centrality. In the process of acceleration of growth with the implementation of a growth pole in Bahia, the Complexo Petroquímico of Camaçari (COPEC), the territorial identity of Dias d'Ávila was deconstructed. After 39 years of implementation, COPEC, since 2000, started to have a more diversified pattern, being called the Polo Industrial of Camaçari (PIC), but Dias d'Ávila still has challenges to be faced. First, we describe the territory of study, in this case, the city of Salvador. Afterwards, the academic work revisits the general concepts of law related to the right to the city and then goes deeper into the very concept of the right to the city, based on the teachings of Lefebvre (2008), Harvey (2010), among others. The research methodology includes interviews with qualitative approaches, with unstructured form and with open questions, for 10 (ten) cissexual women, representatives of several spheres of power constituted in the city. The criteria of choice were: a) to live in Salvador, b) to represent a form of power constituted in the city, and, finally, c) to have dominion over the theme of right to the city. In the interviews, the following themes were addressed: a) the concept of the right to the city; b) the woman and the public space; c) women and urban violence; d) the city and female empowerment; and, at the end, e) the city and the sorority. The city was chosen by being one of poorest of the country and where the pilot project was implanted of the program Hunger Zero, for the current Federal Government, in its beginning. The metodologic boarding was to interdisciplinar and quali - quantitative, searching to demonstrate to relations of processes partner-technician from convergences and divergences of the experiences lived for the involved citizens in the center of these processes. Data-collectings through bibliographical research had been carried through, analysis of official statisticians, consult the pages in the Internet, document analysis and photographs. For the scientific production interviews had been made, as primary source of data structuralized in questionnaires, with open and closed questions, being that the sample was random simple; A workshop with the use of the map of the territory in focus, was becoming fullfilled to understand the apprehension for the agriculturists of the territory notion; it was examined participation of the producers in meetings and workshops carried through for the team and also was analyzed bibliographical documents. Everything this in takes them, to conclude, for the identification of Acauã as Territory. The main point of the dissertation is the territorial development of the related city through the diffusion of technologies as institucional intervention. Two strategical axles of the institucional action had been analyzed: one politician and another one technician. To reach this objective, it was developed a research for sampling on representative locations of the city: the old downtown and the modern downtown, a neighborhood with high purchasing power and a neighborhood of low purchasing one, and, yet, a neighborhood with presence of tourists, observing in these spaces, the main road sidewalks and one track in their surroundings. Initially, will be shown some theoretical notions about urban public space, under the focus of the street and sidewalks and legal aspects of urban territorial issue, stressing the city guidelines and the constitutional right of freedom of locomotion. Then, it will be examined how the implementation of the first sidewalks of Salvador happened and the history of legislation on those sidewalks. Finally, it will be considered how the occupation of that space is being done in the areas surveyed, including the user impressions obtained through interviews and the application of a questionnaire. The Party, with a capital P, as the author puts it, implies the use, enjoyment, and appropriation of the city in its fullness, which thus provides affective and political relations in cultural practices as an expression of urban life. And the Party, here, is a strategy of struggle and resistance in defense of public spaces for meeting, leisure, contemplation, religious practices, preservation of material and symbolic values and political dispute: the party for the Party. Like large laboratories, the Brazilian cities of São Paulo (State of São Paulo) and Salvador (State of Bahia) presented two cases of struggle and resistance movements that transformed public and private spaces into municipal parks – Parque Augusta and Parque em Rede Pedra de Xangô, respectively –, demonstrating that the right to the city, in current times, present urban reform imperatives that go far beyond the demand for housing and urban services. The research presents a snapshot of how affective and political engagements took place to conquer public spaces, having Lawrence Grossberg’s (2012) notion of affection as a central theoretical reference, a constitutive force of articulation of desires and transformative forces. Through bibliographic research and interviews, maps of importance and affections were prepared with a view to understanding what mobilized the actors to engage. Social mobilization is presented based on the theory of José Bernardo Toro (2005), intertwined with the discussion of rationality and emotions by Humberto Maturana (1997). Finally, the struggle and resistance movements and the disputes evidenced are discussed from the perspective of Viveiros (2020), by transversal axes that bring the right to the city in the relationship between scales and mutual constitution of civil society and the State from interactions, articulations, convergences, divergences, and conflicts. This view is also made through categories that analyze the formation and articulation of agents; the construction of political ethical principles and the formation of collective identities; the arenas and disputes of agendas; and the lexicon dispute in urban politics. These achievements have strengthened the innovative public management experiences that began in the late 1980s, with the Participatory Budget (PB) being a key element for debates, studies and innovations in the process of aggregating popular participation in the guidelines and actions of the local power represented by city halls. The exploratory research aims to develop a participatory budgeting model as a reference to be implemented in the municipality of Madre de Deus / BA. Therefore, normative and organizational analyzes adopted, totally or partially, in the municipalities of Porto Alegre / RS, Belo Horizonte / MG and Miguel Calmon / BA, were used as a support to understand the actions they experienced, creating the possibility of developing indicative parameters for implementation of PB in the municipality of Madre de Deus / BA. The comparative method was used as an approach methodology, through analysis and synthesis, as well as a procedure, using relevant bibliographic review documents, through consultation of the contents of electronic sites and printed bibliography, manuals, reports, and on-site visits. The results obtained revealed the diversity of methods and practices used in a PB Program, as well as the lack of a single model or standard to be followed, although Porto Alegre program has become an international reference in the exportation of practices in participatory management of budget on the local scale. Using the methodology of analysis and synthesis, it is sought to show where these activities are located, their organization, type of products and services, size of business of the popular enterprises and their contribution in the local economy. The field research aimed to gather data on companies, formal businesses and popular enterprises, active in these business segments. Its activities and the origin of the products marketed, the motivations as to the choice of the type of commerce, - formal or informal - and the guiding routes of its consumption are pointed out. The data allowed the elaboration of graphs and maps, pointing out their location and pertinent data. Through the empirical and field research, the growth of the activities of this trade, on its own initiative in the neighborhood, is evidenced by the growing precariousness of the employment opportunities in the formal labor market, which is occurring in Bahia and Brazil. Information was sought about the challenges encountered when working with Pedagogical Practices with themes related to the environmental sphere in schools, the importance of alternative spaces in the school environment for the study of Environmental Education and whether this knowledge related to the theme referred to forms conscious and active citizens in society to undertake sustainable actions. The research methodology was of the exploratory documentary type, in order to highlight the challenges faced by the institutions regarding the effectiveness of Pedagogical Practices. Among the results found in greater focus, there was little insertion of interdisciplinarity and transversality. For the other researches involved in this study, a descriptive methodology was used, with technical case study procedures and qualitative and quantitative approaches, with the application of an interview and semi-structured questionnaire and the production of free design and texts with topics related to the pertinence of conscious consumption for the protection of our planet. For this data collection, there was a need to make a parameter with students - who experienced classes at the Biodiversity Research Center -, which are the College tickets in the year 2019, and those who did not experience classes in the space in question, tickets in the year 2020, which did not have face- to-face classes due to the pandemic caused by the covid-19. As a result, a higher percentage of awakening from a conscious environmental posture was observed for students who had classes in the alternative space, with experiences and experiences of educational actions with an environmental focus. It was also observed that the textual productions and the imagery records using the environmental theme, were relevant for the analysis of the creativity, reflection and environmental awareness of the students. The entire research was of an investigative nature, presented in the form of three articles. In the first, the challenges faced by the School in applying Pedagogical Practices of Environmental Education on the part of the teachers are reported. In the second, which has students participating in the 7th year of elementary school, it was assessed whether alternative spaces within the school environment can contribute to Pedagogical Practices in Environmental Education. And, in the third, with the same audience of students and a certain number of teachers, where it was analyzed whether their knowledge in relation to the environmental and sustainability issues form conscious and active citizens in society to develop sustainable actions to improve the environment.
