Onde estão as crianças? desaparecimento no Estado da Bahia, contextos familiares e institucionais para a promoção de direitos humanos

The current matter deals with issues involving the missing children: family and
institutional contexts for the promotion of Human Rights with geographic delimitation
directed to the State of Bahia. In times of human trafficking, exacerbated urban violence
and changing social and family contexts, the subject-object-problem developed as part of
a doctoral project deserves to have intervention in a network and through ongoing
actions. Since then, there have been several changes in the institutes, especially to
ensure the promotion of Human Rights. In this context, it is necessary to analyze the
disappearance of children, observing the family and institutional contexts, how the
network of protection and support for families and individuals who experience this
process is configured, to analyze public policies on disappearance and the dignity of the
human persons; analyze information technology instruments; educational support from
the media and follow-up by institutions for full protection of children; mapping procedures,
agendas and instruments for collection, investigation and creation of a network, access to
justice and citizenship through legal and institutional mechanisms, with emphasis on
service made between 2017 and 2021; mapping the primary documents of the MP/BA
and Missing Persons Protection Police; and the National System and Location –
SINALID. As a methodology, historiographic and state of the art review had been carried
out. The collection of technical-scientific production material and national and
international legal-institutional frameworks, documental analysis of report, opinions
issued by the interdisciplinary team of the Public Ministry of the State of Bahia, interviews
of agents belonging to the protection network and family members who experienced the
process of disappearance and assistance/monitoring after the implementation of
SINALID at the state level. We used the resource of documental analysis, with a
historical-descriptive approach, based on the consultation of the files of reports and
opinions issued by the Police Department for the Protection of Persons, having as
headquarter the city of Salvador/BA and the Specialized Coordination of the Public
Ministry of the State of Bahia ,the literature review using the random choice methodology
for analyzing children's medical records. It is noticed that the disappearance of children
form a legal and social level, and the law cannot refrain from regulating such situations.
Supporting actions are necessary, preventive actions in guaranteeing the Human Rights
of children, promoting the participation of families in institutional spheres to deal with and
prevent these situations.
A presente temática trata-se de questões envolvendo o Desaparecimento de crianças:
contextos familiares e institucionais para a promoção de Direitos Humanos com
delimitação geográfica direcionada para o Estado da Bahia. Em tempos de tráfico de
seres humanos, de violências urbanas exacerbadas e de contextos sociais e familiares
em mudança, tema-objeto-problema a ser desenvolvido como parte de um projeto
doutoral merece ter intervenção em rede e através de ações. A partir disso, várias foram
as alterações nos institutos, especialmente para assegurar a promoção dos Direitos
Humanos. Nesse contexto, faz-se necessário analisar o desaparecimento de crianças
observando os contextos familiares e institucionais, como configura a rede de proteção e
apoio às famílias e aos indivíduos que vivenciam tal processo, analisar políticas públicas
sobre desaparecimento e a dignidade da pessoa humana; analisar instrumentos de
tecnologia da informação; apoio educativo de mídias e acompanhamento por parte de
instituições de proteção integral à infância; mapear procedimentos, agendas e
instrumentos de coleta, investigação e criação de rede, acesso à Justiça e à cidadania
através de mecanismos legais e institucionais com destaque ao atendimento entre 2017
a 2021; mapear os documentos primários do MP/BA e Delegacia de Proteção à Pessoa
Desaparecida; e do Sistema Nacional e Localização – SINALID. Como metodologia
tivemos revisão historiográfica e estado da arte realizadas, coleta de material de
produção técnico-científica e marcos legais-institucionais nacional e internacional,
análise documental dos arquivos de relatórios, pareceres emitidos pela equipe
interdisciplinar do Ministério Público do Estado da Bahia, entrevistas de agentes
integrantes da rede de proteção e de familiares que vivenciaram processo de
desaparecimento e de atendimento/acompanhamento a partir da implementação do
SINALID em esfera estadual; utilizamos o recurso da análise documental, com
abordagem histórico-descritiva, a partir da consulta dos arquivos de relatórios e
pareceres emitidos pela Delegacia de Proteção à Pessoa, com sede no município de
Salvador/BA e da Coordenação especializada do Ministério Público do Estado da Bahia,
revisão de literatura através da metodologia de escolha aleatória de análise de
prontuários de crianças. Nota-se que os desaparecimentos de crianças perfilham no
plano jurídico, e social, não podendo o direito se abster de regular tais situações. Sendo
necessárias ações de apoio, ações preventivas na garantia dos Direitos Humanos das
crianças, promovendo a participação das famílias em esferas institucionais para
enfrentamento e prevenção dessas situações.
